It seems as if, when copying the Circle of the Land in order to homebrew it, you can't replicate the functionality of the various Circles being selectable. You have to choose a specific circle to replicate. This means that you are forcing the choice of the homebrew subclass "Circle of the Land (Arctic)" in character creation, not "Circle of the Land" and then selecting within the Circle Spells feature, your terrain. This is despite the fact that this is how it works in the official version of the archetype.
In other words, I could create an official druid, choose Circle of the Land at second level, and then choose within the Circle Spells feature, whichever terrain I wanted, and could change that terrain choice at any time after the fact.
Is there a way to replicate this functionality in a homebrew subclass and, if so, how?

I think you think that circle of land works differently in DDB than how it does. Each land type of circle of land is its own subclass, the only difference between them is their circle spells.
Maybe in future updates they will have more complex class options slowing them to combine them as intended.
