All thing considered, CR is about right. Still needs cleaned up. Not all the math is right (skills, save DCs, and hit bonus use wrong proficiency bonus (+8)). You need to set the level of those at will spells. It still mentions the roc and aboleth in places.
The last thing wrong is passive perception (should be 27).
In my opinion, his stats feel artificially inflated. The only stat that is not a +5 will probably become a +5 as soon as battle starts, and he won't need all of them. And he has 66 hit dice which is around twice what other monsters cap at (but if you are going for a specific HP range not much you can do there).
I'm saying they feel bigger than they should be. He doesn't need +5 to STR and DEX unless you want him to have at least a +5 to all saves with no "bad saves." It is a personal opinion.
More opinions: you should give him multiattack, a weapon, and a non-spell magic action to give it more personality. Right now the most dangerous thing he can do is fly into the air and cast 4 toll the deads each round.
Maybe he doesn't need multiattack. Just switch unarmed strike for a dagger.
And I wish your party luck against the librarian with more HP than demon lords, archdevils, ancient dragons, or actual gods (literally only the tarrasque has more HP).

Many thanks friend. I’ve touched up the inconsistencies, and I’m leaving the prof bonus as +8.
+8 is the correct proficiency bonus. The stats I listed didn't reflect that.

Couple things: I took the hp from the DM guide. I could bring it down if it’s too high.
And ideally they won’t have to fight him.
