Legendary Resistance (3/Day). If Tytolivir fails a saving throw, he can choose to succeed instead.
Magic Resistance. Tytolivir has advantage on saving throws against spells and other magical effects.
Fey Step (Recharge 4-6). As a bonus action, Tytolivir can teleport up to 30 feet to an unoccupied space it can see.
Change shape. Tytolivir can use a bonus action to magically polymorph into a huge owl. He can revert to his true form as a bonus action. His statistics, other than its size, are the same in each form, except his strength becomes 20 in this form. He can speak and cast spells while in owl form. Any equipment he is wearing or carrying in humanoid form melds into the owl form. He can't activate, use, wield, or otherwise benefit from any of his equipment. He reverts to his humanoid form if he dies.
Spellcasting. Tytovilir is an 18th-level spellcaster. His spellcasting ability is Intelligence (spell save DC 23, +15 to hit with spell attacks). Tytolivir can cast magic missile and mind spike at will and has the following wizard spells prepared:
Cantrips (at will): frostbite, light, mage hand, mending, toll the dead
1st level (4 slots): shield, ray of sickness, mage armor, magic missile
2nd level (3 slots): mind spike, shadow blade, hold person
3rd level (3 slots): counterspell, thunder step, enemies abound
4th level (3 slots): banishment, phantasmal killer, confusion
5th level (3 slots): modify memory, Bigby’s hand, synaptic static
6th level (1 slot): mass suggestion
7th level (1 slot): forcecage
8th level (1 slot): feeblemind (overrides lair effect)
9th level (1 slot): weird
*Tytolivir casts mage armor on himself before combat.
Unarmed strike. Melee weapon. Attack: +9 to hit, reach 5 ft., one target. Hit: 1 bludgeoning damage.
Talons (owl form only). Melee weapon. +14 to hit, reach 5ft., one target. Hit: 20 (4d6 + 6) slashing damage, and the target is grappled (escape DC 19). Until this grapple ends, the target is restrained, and Tytolivir can’t use his talons on another target.
Dark Delirium. Tytolivir chooses a creature that he can see within 60 feet of him. The must make a DC 21 Wisdom saving throw. On a failed save, it is charmed or frightened of Tytolivir (his choice) for 1 minute or until his concentration is broken (as if he was concentrating on a spell). This effect ends early if the creature takes any damage.
Tytolivir can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Tytolivir regains spent legendary actions at the start of its turn.
Cantrip. Tytolivir casts a cantrip.
Fey Step (Costs 2 Actions). Tytolivir gains a charge on his Fey Step ability and uses it.
Wing Attack (Owl form only) (Costs 2 Actions). Tytolivir beats its wings. Each creature within 15 feet of Tytolivir must succeed on a DC 22 Dexterity saving throw or take 13 (2d6 + 6) bludgeoning damage and be knocked prone. Tytolivir can then fly up to half its flying speed.
Description
Custodian of The Boundless Library, Tytolivir has dedicated thousands of years to collecting every tome that has ever been created. His library, as big as a city, contains books as old as history itself.
He values knowledge, and collecting more knowledge is his greatest goal in life.
As an archfey, he is not without his quirks, and demands payment for entry to his library (payment usually comes in the form of new additions to his library, most commonly books). If a patron attempts to enter the library without payment, they find that they are unable to leave, and eventually starve to death trying to find an exit.
If a patron tries to steal or damage a book, magical wards throughout the library alert Tytolivir. If any item in his library is in danger, he assumes the form of a massive golden owl, and he hunts down the transgressors without mercy.
Tytolivir has also been known to patronize warlocks, in exchange for acquiring knowledge for his Library.
Lair and Lair Actions
Tytolivir presides over a city-sized compendium of knowledge known as The Boundless Library. The library contains tomes from across all the planes, as Tytolivir aims to collect every tome ever written. There are wards set in place to protect the items in the library, as well as magical traps for trespassers.
Nevertheless, Tytolivir welcomes people from across the multiverse to peruse his collection. The only condition is that anyone who wishes to patronize his establishment must provide an addition to his extensive collection.
Tytolivir’s collection is spans back millennia, and he puts every protection in place to protect it.
Lair actions:
- Provided there are bookshelves nearby, Tytolivir causes the layout of the shelves to change however he sees fit, possibly blocking ways out.
- Tytolivir casts phantasmal force (no components required) on any number of creatures he can see within 60 feet him. While maintaining concentration on this effect, Tytolivir can’t take other lair actions. If a target succeeds on the saving throw or if the effect ends for it, the target is immune to Tytolivir’s phantasmal force lair action for the next 24 hours, although such a creature can choose to be affected.
Regional Effects:
- Within Tytolivir’s Library, any effect that does fire damage is neutralized. Weapons that do fire damage have that effect temporarily suppressed, and spells that do fire damage have no effect.
- Anyone who attempts to steal a book or trespass in the library finds that escape is nearly impossible, as corridors wind themselves in impossible patterns. A trespasser in the library can find their way out with three successful DC 20 Survival checks.
- Anyone who enters the Library with Tytolivir’s permission has their Intelligence stat increased to 16 while in the Library unless it’s already higher.
- Tytovilir always knows the position of every book in his library, and will know if a book is taken.
