I want to create a homebrew mechanic called fleets, which is an ocean based ship mechanic. I do not know where I can put this mechanic under In the homeberw section. Any responses would be greatly appreciated.
Uh. Depends on what it does. Is it an item, a skill, a feat? Basically, what does it effect on the character sheet?
If it is just a game rule and not something that characters need to have on their sheets, then it is more of a house rule, which you will just keep track of in game, but not on sheets.
If you were asking if you can post house rules in the hombrew and house rules forum, then Yes, yes you can.
If I were you, I would just hope that Wizards of the Coast release a sourcebook that has a rules system for ships and see how D&D Beyond support that. :)
