The only conceivable "Light" weapon that can reach out to 10 feet would be a whip. But it does not count as a "light" weapon; instead it's a "finesse" weapon (similar to the rapier and dagger). It definitely has the "reach" aspect though...
Thinking of possible lightweight options that you don't throw and that can reach out to 10 feet... is kinda hard to do. A spear would be the closest thing as it is a "verstatile" weapon (meaning you can use 1 or two hands) but it's definitely not a "light" weapon.
Light Weapons
A light weapon is easier to use in one’s off hand than a one-handed weapon is, and it can be used while grappling. A light weapon is used in one hand. Add the wielder’s Strength bonus (if any) to damage rolls for melee attacks with a light weapon if it’s used in the primary hand, or one-half the wielder’s Strength bonus if it’s used in the off hand. Using two hands to wield a light weapon gives no advantage on damage; the Strength bonus applies as though the weapon were held in the wielder’s primary hand only.
An unarmed strike is always considered a light weapon.
Monk weapons would be something to look into. They basically use the same stats as preexisting weapons, but have a different look/purpose/...thing. A Monk variant of a whip would likely be a thin chain with a weighted ball or blade at the end
Of course, if this is intended to "drive the DM insane" you'd best get the DM's permission before doing it as it will require the DM to bend the rules of the player's handbook a bit.
Ultimately, the closest thing that currently exists in the book is the whip (Finesse and Reach) The only real benefit you'd get from it would be being able to use it while grappling a target though.

I was wondering... what would a light reach weapon be called? it would be an interesting weapon, and it has a possibility of driving the D.M. insane!
