It looks to me like a Very Rare item, rather than a Rare item. Faerie Fire is the single best 1st level spell. If I were to make it Very Rare, I would also probably put in something about not needing concentration for the Faerie Fire or Dancing Lights spell. Just to make it a stronger Very Rare, rather than a weaker one. I would change the last sentence to read: "The Charm effect last for one hour, until you lose concentration, and if you/ally attacks it. it gets another save to end the charm."
If you want to keep it Rare, Faerie Fire and Dancing Lights should require a charge to use. In addition, the Charm effect should only apply to a Humanoid. Charm Monster is a much higher spell. I would also change the last sentence to read. "The Charm effect last for one hour, until you lose concentration, or if you or an ally attacks it."

I love it! I think that it’s great. I would just add “at will” to the description of the two innate spells.
