I think that it is cool. The level 17 ability should be just once (you have it twice). I think the only problem is that it clashes with way of mercy, which is kinda like this.

Ahh I see, yes I get your point. This was from a long campaign in 3e with a specific monk order, I wanted something that fitted the order and wrote it up. If I'd known about mercy I may have just used that but I thematically this does fit the campaign we played.
At 3rd level whenever you hit a creature with one of the attacks granted by your Flurry of Blows, you can intentionally strike a trigger point or nerve, inflicting overwhelming pain on your target and imposing one of the following Effects on that target:
It must succeed on a Constitution save or be wracked with pain and knocked prone.
It must make a Constitution saving throw or be at a disadvantage against you until the start of your next turn
It can’t take Reactions until the end of your next turn.
DC 10 + monk level/2 + Wisdom modifier
Kind a feel something off when reading this, it felt like monk open hand but with a twist of something new. I think you should just let the DC as standard monk DC, that is: Ki save DC = 8 + your proficiency bonus + your Wisdom modifier.
Homebrew I made based upon one of my favourite characters and campaigns.
Effectively Monks who seek control over their pain response and can channel their ki in such a way.
Not sure about the 17th level power but thematically I like it all.
