I don't think you can do 1), but to do 2) with a feat is pretty simple; just add a Modifier with type Bonus, select Intimidation for the sub-type, then set the ability score to Strength and leave everything else blank. This will add the player's Strength modifier to Intimidation if they have this feat.
I did exactly this for my Brute (Large) Minotaur race, which adds Strength to Intimidation rather than being proficient (which seems more intentional, whereas I see a Minotaur being unintentionally intimidating).

Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.
I have unsubscribed from all topics and will not reply to messages. My homebrew is now 100% unsupported.

Necro-ing this thread to say I've been trying to do this through a homebrew race and it doesn't work. I had to use the terrible workaround of having the race grant a feat that has the bonus. It's frustrating to say the least.

I am trying to create part of a feat that allows either of the following:
1) Normal stat for a skill is overridden by another stat (e.g. skill becomes based on STR instead of CHA)
OR
2) Stack the modifiers of two attributes on the same skill; (add STR mod and CHA mod to Intimidation skill)
I know I can do this via the customize feature on the character sheet itself, but am trying to create a feat that will do this automatically.

It's worth noting that the ability score associated with each skill proficiency is only the most common/suggested ability score.
The DM can, and probably should, ask for checks using different ability scores st times, depending upon the situation.
