The thugs with weapons attack, those without try to grapple.
Zenodor uses all 3 blasts to kill his thug with the club.
Pepin uses a flamethrower to roast his thug with the club and Randall's thug with the sword, they both look crispy. (personally can't see a cone effect hitting more than 1 target if all are in melee with you, but theater of the mind suggests 2 targets are hit with a 15 foot cone... this is my compromise :))
Randall strike with both Lightbringer and his spectral weapon, both look severely bruised.

Sighing at the unknowable stupidity of street thugs, Randall steps in close to his allies and conjures defending spirits, then he wallops another miscreant for good measure.
”If you lot had any sense you would sign up for the war effort instead of committing suicide by adventurer,” he says wearily.
Spirit Guardians spring up around Randall and his companions and target only the thugs.

Trying to think of it from their perspective you realize their numbers (8 to 3) more than outnumbered your small group (missing 2 PC's) by 2 to 1. Add to that these troubled times and you realize many citizens may be losing hope and turning to desperation and despair.

Dusting himself off, Zenodor glances with disgust at the running thugs. He then approaches the woman in the mud, and will offer a hand to help her to her feet, and will help to pick up her basket and belongings.
"We hope that you are unharmed. It appears we arrived just in time. What terrible times we live in that such thugs would set on innocent citizens!
Tell me, what has been going on? What are such ruffians up to? And why are all the shops closed?
I know of course about the siege and the Goblins - that is why we are here in fact. But so far it seemed that the city was coping well and all was in order. Has this changed?"
As the combat ends, Randall releases his concentration on the Spirit Guardians and raises his holy symbol. He channels a thread of healing to everyone—enough to just barely rescue the thugs from the edge of death (1hp to all alive thugs) and any spillover to the potentially damaged elf lady.
