Randall will owe the battleforce angel a favor, or gold. it will be worked out between them because it is his spell.
You can help your friend, Randall, like you did last time but that is up to you all, not a requirement of the spell.
Skrud did charm Moocus before they disappeared, and Moocus currently can't talk because of the curse (it's chewing gum, ha ha ha... well, cursed gum).
The current plan is to celebrate tonight and pack up and leave in the morning, as per King Skrud's announcement.
(I'm not sure how much or how serious you take Skrud, but he was welcomed into your group, went on a few quests with you all, was invited into the city on more than one occasion, gifted multiple magic items, and you all helped make him a king. Skrud considers you all his best friends.)

"A rightful place awaits you in the Realms Above, in the Land of the Great Light. Come in peace, and live beneath the sun again, where trees and flowers grow."
— The message of Eilistraee to all decent drow.
"Run thy sword across my chains, Silver Lady, that I may join your dance.”
Pepin bows to Skrud as he wonders what will happen now because the dracolich couldn't be the one behind this all, right?

”I have some treasure left from the hidden cave to give you if you wish, though most of it has gone to the temple for the betterment of the people of Laurentis,” he offers.

Tempe flies down from the tree with a thought, he walks over to King Skrud with a low bow "Your majesty, may I ask you to, ask Moocus, who, was in control of the Dragon and him, and where can we find this creature. It, is important, for us to stop him or her or even it, for the creature may try and control you." Remembering the gum, "If Moocus The Silent, can write?"
Maybe, a remove curse is in order if anyone has it, I'm sure we're not the type, to leave someone to starve goblin or not.
It all depends on how much you want to talk to Moocus and risk whatever Skrud said or did to him to give up his Kingship?

Z does not want to waste time, so he won't follow the idea of looking into a curse or betrayal from Skrud unless he thinks there is something dangerous there. Rolling Insight to see if he thinks there is anything suspicious 2
But he would like to get, either from Skrud, or maybe from some other Goblin (presumably King Skrud can induce the generals/lieutenants to answer our questions) the questions to who was in charge (Moocus or the Dragon?), why the Horde attacked the villages and lay siege to Laurentis, and who is behind this? Also, he would appreciate to find out how the Dragon returned from the dead ... just in case it does it again.
(It feels narrative-wise that there must be something behind this. This isn't the end of the campaign, is it?)
No. We're going to continue with 4 I believe, I saw at least 1 person post in favor and none against.
I'm curious to see how you guys react and enjoy the ending, for those who still wish to stick it out to the end.

Most of the goblins are split between packing up stuff, and eating and drinking to celebrate having a new king/going home.
You guys can:
1. Stay for a while. 2. Stay the whole night. 3. Go back to the city. 4. Something else (not listed above).

”Let me retreat to pray for a time,” asks Randall, “That I may prepare the proper spells to set the goblins well along their way.”
(Planning Remove Curse on Mocus and then Geas to make him incapable of speaking for 30 days).
"A good plan. This way Moocus will be unable to betray us or Skrud.
I wonder - do we still have those sending stones we used in the sewers? Do you think one of these might work over a long distance? We could give this to Skrud to be able to stay in touch with us."
Zenodor also thinks that it may be useful to be able to keep an eye on Skrud and the Goblins from afar. He will ask for a lock of hair from both Moocus and Skrud (or something similar/equivalent, as long as it works for Scrying) and explain to Skrud that this will allow them to check in on Skrud occasionally to see that all is well.
(Once this is done, I would suggest we head back to the city of Laurentiis)
While pondering this, Z also remembers that of course he still has his trusty companion/familiar Irraxan (whom I had honestly forgotten about for a bit). He will offer that Irraxan can accompany Skrud for a while. This will allow Z and Skrud to talk directly (through Z using Irraxan's senses and voice as long as they remain on the same plane of existence). This may be the most effective way to keep in touch for the time being - and also give Z his own agent within the Goblin camp who can keep an eye on them and report if they suddenly change their mind and e.g. return to the siege.

Randall:
Decision made, Randall heads off to the location just outside where the sunlight from his spell has purified the bones of the dragon lich. He rests and prays for an hour, regaining and selecting the proper spells for the occasion.
He then heads off to a private meeting with the party, Skrud, and Moocus.
"I will remove the curse of the candy and allow you to eat and drink normally, but in return, you must promise to fully support King Skrud. If you agree to this, I will help you, but you must also accept this mark. If you disobey King Skrud, this mark will kill you. You must also stay silent until King Skrud gives you permission to speak," Randall states clearly, giving the goblin his options.
"King Skrud, a great ruler is judged, among other things, by how he treats those he has conquered. Choose carefully how you treat the deposed Moocus, and he may have a good, long life in your service," advises the priest.
Insight on Moocus' sincerity in accepting the offer: 30
(If Moocus accepts and is sincere, Randall will remove the curse of the candy and apply the Geas as outlined above.)

Now that Moocus can talk, and is under a Geas to obey and support Skrud, Zenodor would like to ask a few questions. (If necessary for the wording of the Geas, Z will first ask Skrud to order Moocus to give full and honest answers, and not to conceal anything - the idea being that he will use the Geas to ensure true answers on pain of magical death).
"Well chosen, Moocus. I apologise for the manner in which we had to remove you from power, but we could not permit the continued siege of Laurentiis. But before you return with King Skrud to the Goblin's homeland, I have some questions for you:
First, please tell us from the Goblin perspective how all this started. Why did the Goblin tribes unite into a large Horde, and why did you lay siege to Laurentiis? This seems very unusual behaviour. What was the plan or what were you after?"
One he has answers to this, he will continue his questioning to determine who is really behind this:
"Now, let us get to who is behind this. Please tell us the tale of how a Dragon came to be in your camp. Was the Dragon in charge, or was it obedient to you or someone else? And who leads overall? Was there some master behind the scenes who gave the orders?"
