Oz looks at the constable flashes his ofocal looking papers and say “Investigator K-Oz and friend. Glad to help you”. And with that he plunges through the trap door before any answers are given. 😁
Whether the constables believe Oz or not is of little concern odor the time being as he plunges into darkness.
After a twenty foot drop you land in a dark cellar, though you can see quite clearly with your dark vision. You take a step forward and narrowly avoid Fartok landing on you.
As your eyes adjust to your surroundings you see a number of large barrels of ale stacked atop of one another, alongside a number of crates. A rat scurries by, unused to so many big feet plodding around in its home. A short distance away you can hear the sound of the sea, and as you turn a corner, you see the tiefling and his companion silhouetted in an arch of light. They are standing before a narrow ledge overlooking the harbor, and below them jagged rocks and the crashing waves.
You judge that they were planning to follow the ledge and make their escape into the warrens of the Beggar’s Court. They are clearly shocked to see you, thinking the constables too far to catch up with them, and never imagining anyone else in the tavern would give chase.
The Tiefling turns to face you. “Go back you fools! We can’t afford to have you following us!”
The Tiefling fishes the mechanist Contraption from his belt loop, but before he can raise it and fire, his companion pushes his arm aside.
”Terzen, wait! They seem like a reasonable sort. You’re reasonable aren’t you? What would it take for you to let us go!?”
The Tiefling turns on his companion. “You idiot! No names! Now they know who are, we have to kill them.”
Meanwhile, back in the tavern, Urister, you’re surely wondering what all the commotion is and what it takes to get a little service in this place. (Does Urister wear his red cloak displayed, or hidden?)
He is wearing is read cloak, I'm pretty sure he would stick out in the tavern.
Urister will walk to someone who seems to be know what's going on, or someone who seems to have some importance. (if you want a perception roll I got an 8)
Urister walks up to an elderly sea captain, a stately looking old fellow with a peg leg and a patch over one eye. After a moment the Captain notices the halfling that has appeared beside him, but doesn't seem too concerned. Then, with a start he turns back to the halfling and looks him over from head to toe, taken aback by the brilliant red cloak. "Whaa.... here.... over here's one of 'em!"
Several more of the surly patrons have noticed you and your red cloak now, and they look none too happy, though in truth they aren't sure what to make of you. They begin trying to catch you, though you're far too quick for them, but at last enough of them gather around you to wrangle you into the corner. That's when constable Pike appears.
"Here then, what's this? Who are you?"
"That's one of 'em red cloak scoundrels, clear enough! We caught 'em for ya."
"Stand aside you lot, tain't no crime against wearing a cloak, even a red one." Pike pushes through the sailors. "But I would have some answers. Now who are you and what are you doin’ here?"

Oz, you see the barrel come up and can see the Tiefling's finger tightening against the trigger, but you move with incredible speed, stepping aside of the shot and slamming into the Tiefling, knocking him off balance, but not injuring him. The human begins to back away, but soon finds himself betwen Fartok and the ledge. His hand is on the hilt of his sword, but he doesn't draw it as he considers his options.
"Wait! No need for swords. My name is Amon Veer, agent of the crown. I was sent to infiltrate Terzen's ranks and report on their activities."
The Tiefling rights himself on wobbly legs and sneers at the human calling himself Amon. "You filthy cur! I should have known when they found us so easily!"
He casts the arquebus aside and makes to lunge past Oz, a crazed look in his eyes like he's ready to tear out Amon's throat.
