The party steps forward preparing themselves to attack the moment the priestess appears. The water rises to Brother Siegfried's chest, and everyone else's waists. Rawlings, as the only one to make a perception check, notices that the blood of the cultists does not seem to be diffusing into the water around it like one might expect. In fact, it seems to be coalescing into something, but before she can react, her Banishment ends, and the priestess reappears.
Unlike the party, who seems to be fighting against the water, the priestess appears to be buoyed and supported by the water. Nevertheless, all four attacks strike her, dealing heavy damage.

As she weathers the blows, the spiritual reapers of Brother Siegfried strike her, cutting into her very soul dealing (20) radiant damage.
She releases a primal yell that echoes with supernatural force. The voice is nothing that her vocal cords should be able to make, and the shock and rage of it carry a magical, supernatural power. Knowledgeable characters may recognize her as speaking Primordial, but all characters who are not immune to fear must make a DC 14 Charisma saving throw or be frightened. Brother Siegfried, bolstered by your goddess who is the antithesis of Talos, may make the check with advantage.
Those who understand Primordial know she said:

As though her cry summoned it, the blood around the dead bodies of the cultists begins to rise out of the water in the form of a massive serpent.
(We'll start at the top of initiative order; so Rawlings, Tor, and Vandeyr can go after they make their Wisdom save; the serpent will go at the end of the round, after Brother Siegfried).

Rawlings circles the thing, heading towards where cultist 1 landed to make sure she is more than 10' away from her group. She then calls on her archfey pact and projects the fearsome presence of the fey.
WIS save of 15 or the serpent becomes frightened of Rawlings.... two can play at this game she thinks..

However, as with the cultists, her blood, rather than dispersing in the water, merges with it, and looms large into a vaguely humanoid form (that will act next round on the same initiative as the other creature, at the end of the round). As it comes into existence, however, Brother Siegfried's spiritual reapers, hack into it (Wisdom Saving Throw 4 or take 17 radiant damage).

Brother Siegfried, sheltered in the bosom of the Earthmother's love, has nothing to fear from these abominations. He stands before the newest blood creature to rise. "This land is under our protection. You will find no purchase here, no shelter, no quarter. Disperse, unclean one!" With that, he reaches out a hand to touch the blood creature, attempting to withdraw the life it should never have been given. Sigi casts inflict wounds, upcast to level two. Attack: 19 Damage: 23
As a bonus action, he moves his spiritual sickle to attack the creature as well. Attack: 27 Damage: 9
