If either of those would be killing blows, Tor will turn his sword to use the flat of the blade to send her sprawling on the ground unconscious.
If neither are killing blows, he will make the second one a Menacing Attack (+4 damage, and a WIS save DC 14). He stands over her with his sword pointed at the wounded attacker "STAY DOWN!"
(I've also realised that my attack rolls should have been with advantage because she is prone, but I don't think I'll need the advantage this time.)

As Tor has the knight at sword point on the ground, he sees a grimace of fear overcome her features.
"Don't you move," he growls at her. Just as he finishes his sentence the spectral reapers whirl past, their ethereal blades passing through the knight. She jerks violently, blood foams from her eyes, nose and mouth, and she drops lifeless onto the ground.
"Damn it!" Tor mutters, before shouting out to the Swords, and the two townsfolk who appear to have stayed to help "We need one alive for questioning!"

"Dreadfully sorry!"he gasps to Tor when he can suck wind again. "I'll aim for just the horse this time!"
Siegfried will dash north and east to a place the catches the horse but not the occupants of the wagon within the area of effect of his spell.

Vandeyr raises a rod, a black steel tube carved with runes. It starts to glow with heat, until he hears- the as yet unmet - Tor shouting to leave one alive. The runes shift, and Vandeyr speaks a single infernal word.

Without the horse between it, the shaft drops into the ground: (8; on a 1-5 it digs in and catapults the cart and archers into the dispersing people; on a 6-15 it just slides forward and stops after a few feet; on a 16-20 it comes to an immediate stop without rolling into Sigi's guardians.)
The cart and archer's slide forward 15 feet, ending squarely within Brother Siegfried's area of effect. (Archer 1 Wis Save: 12; Archer 2 Wis Save: 8); or take the above 23 radiant damage.

Rawlings, a bit bewildered as her blasts go completely wild, watches as the last horse disappears beyond the spirit circle. As the archers enter it, she hears the cries of pain but knows these fighters want one alive. So she focuses on the one closest to her..

The people have mostly gotten away from the attack, running off into the nearby forest.
The two archers appear overwhelmed by Sigi's spectral reapers. Vandeyr knows that he has blinded them, but it would likely be unclear to anyone else--at least without an arcana roll--if they can't see or are just clumsily trying to fend off the spiritual guardians. Regardless, they appear vulnerable. Rawlings easily strikes the front archer with her eldritch blasts, the rays streaking out in quick succession.

Ace's daggers "thunk" into the watery flesh of the horse, then drop to the ground as the thing dissolves and drops the other rider to the ground.
Tor rains blows down upon the other rider who cannot defend herself, though none of his blows kill her (Wis DC 14: 3)
Rawlings, seemingly shocked by the suddenness of the attack, sends two eldritch blasts far wide of their target.
Vandeyr shimmers with a protective force.
