Horatio grows to twice his normal size. Skirting around the giant frog, he hops over the sinking rowboat and into the lake toward the nearest line. He begins wading through the swamp with huge strides of his giant legs. (He must Dash to do this. He doesn't quite reach the line this turn - he will next turn.)
Ben continues to lead the chase southwest into the swampy underbrush, stopping at the banks of a sluggish river.
Matilda runs across the dock and makes an astounding leap off it - some 33 feet over the swamp, landing near Horatio, and swimming the last few feet, and beating Horatio to the line he had his eyes on. (Was this her intent? She may use free action to cut it, grab hold of it and begin climbing it, etc.)
Elkhorn races to the end of the dock, trying to distract the massive frog near the upended rowboat. "Cut the lines! Cut the lines!" cries invisible Morgort from the basket.
Titaani, on the dock, and Pud flying beside the balloon, may act next.
"Elkhorn! We're getting left behind!" Titaani runs up to Elkhorn and grabs his arm. Using her index finger, the warlock draws a circle of crackling purple energy in front of them, then pulls her and Elkhorn through it. As she does, a similar circle appears in the centre of the balloon basket and the two tumble out into it. Dropping her disguise as she gets up, Titaani shakes her head, almost in shock. "Woah. I've never done that before..."
(Movement of 20 feet to get to Elkhorn, then dimension door to teleport to the inside of the balloon, in the central square, just above Morgort)

Titaani and Elkhorn teleport into the roomy wicker basket with an invisible Morgort, who is preparing the controls - a complex tangle of ropes and pulls and pulleys.
Pud flies down and cuts the line under Matilda. The balloon drifts higher and away from giant Horatio. It is now anchored only by a single rope. (When he gets there, Horatio should still be able to reach the bottom of the line, although only barely.)
One of the knights notices the movement of the balloon and the commotion behind them. "Stop them!" she shouts.
The two workers launch spears at the balloon thieves. Spear Ranged Weapon Attack (long range) vs. Elkhorn: 19. Hit: 7 piercing damage. Spear Ranged Weapon Attack (long range) vs. Horatio: 6. Hit: 4 piercing damage.
The two non-sleeping frogs jump, but cannot reach the height of the basket.
The two knights turn back to Ben. It dawns on one that Ben is probably in on this plot. "Seize him!" Crocodile Bite Attack: 10. Hit: 12 piercing damage, and Ben is grappled (escape DC 12 next round). #1 Glaive Attack vs. Ben (non-lethal): 11. Hit: 10 slashing damage. #2 Glaive Attack vs. Ben (non-lethal): 8. Hit: 6 slashing damage. Then the two knights both rush in to grab Ben. They are both impressively strong. Ben: (Assuming you're not already crocodile-grappled,) Make a DC12 Athletics or Acrobatics check or begrappled by the knights.
Everyone may act. Three lines are cut, and Matilda is clinging to one of them. Giant Horatio is wading his way through the lake toward the balloon. Morning Star remains on the dock. Ben is getting pummelled. "Cut the rope! Cut the rope!" cries Morgort.

"What? We can't cut the rope, Horatio and Ben haven't gotten onto the balloon yet!" Titaani replies, panicked, to Morgort. "Ugh, this is so confusing! Ok, one thing at a time..I could help my sister up, or cut the ropes, or help Ben with the frogs..."
Glancing at the action below, the little gnome's eyes widen at the sight of Ben being tackled. "Yikes! Getting rid of the frogs it is!"
She promptly sends two eldritch blasts their way, one aimed at the crocodile, the other aimed at the closest knight.
Beam one: To hit: 11 Damage: 7 Beam two: To hit: 14 Damage: 8
Pud drifts up higher to gain a vantage point and he see's Ben getting overrun. He looks down towards the basket and yells at Morgort "Do NOT leave! We saved you!"
He turns towards Ben hurls a bolt of fire at the crocodile.
Invoking Misty Step, Ben disappears from the knights’ grasp and reappears 30 feet closer to the southern rowboat (not currently being swamped by a giant frog.).
He moves into the boat and starts rowing away from shore in an arc towards the balloon. As he goes past, he instructs Morning Star, “Aid with our escape and block our pursuers.”
A beam of crackling energy (from Titaani) together with a blob of arcane flame (from Pud) take out the crocodile, now smoking, dead, in the tall grass.
Ben vanishes, to the surprise and alarm of the knights, and is now rowing away from shore in a moldy dingy.
Morning Star charges the nearest giant frog.
"What do you mean, 'don't leave'?" cries Morgort. "Of course we're leaving!" Her invisible knife cuts the last line, and suddenly the balloon is free. Matilda hangs on.
Giant Horatio, still within grasping distance of Matilda's rope, may act next.
Horatio finds that Matilda is in his way of climbing the rope. All he can do is grab hold of it until Matilda climbs up further, as they are clinging to the same line.
The balloon drifts erratically, now free, towing Horatio through the water.
"Too much weight! Too much weight!" cries Morgort. "The big guy has to let go!"
One of the frogs makes a massive leap, making an enormous splash next to Ben's boat. (Ben: make a DC15 Dex Save or be swamped, thrown prone, or thrown overboard.) Giant Frog Bite Attack vs. Gerrard: 19. Hit: 4 piercing damage and Ben is grappled.
The other frog tries to swallow Ben's horse. Giant Frog Bite Attack vs. Morning Star: 22. Hit: 2 piercing damage and Morning Star is grappled.
Both bullywug knights race for the docks. One stops and addresses Ben with a mighty RIBBBBIITTT. (Ben: Make a DC 12 Wisdom saving throw or be charmed by the knight until the end of its next turn.)
The worker bullywugs just stand and gawk and point. "They're getting away!" shouts one.
"What use is this balloon if it was never able to hold everyone!" Horatio yells back. Looking down and seeing Ben and his horse left behind, he yells up to Matilda, "This is not working. We can't split up. We should abandon the balloon and help Ben. Let Morgort go. We can find another way." He doesn't let go, but instead tries to slow the balloon more by holding his feet into the water firmly.
Calling out, “Don’t give up hope! Keep climbing!” to Matilda, Ben Misty Steps again towards Horatio, then swims over and grabs the rope behind his large companion, encouraging Matilda to keep climbing.
Once he has a solid grip, he says, “Horatio, can you make yourself lighter or smaller? Don’t worry about Morning Star. He can pop back later.”
For his part, Morning Star fights off the frog who is trying to swallow rather large meal in the full-grown warhorse.

"Ben's right! Come on, we can still escape!" Titaani calls out, running to the side of the balloon and grabbing the rope her companions are holding onto. "Sis! Grab the rope! Elkhorn, help me pull everyone up!"
Titaani will ready an action, waiting until everyone has grabbed hold of the rope and Horatio has shrunk before pulling them up, hopefully with Elkhorn's help.
