Can dispel.magic dispel not magic? I don't think so. You could suggest something else, though and if it contradicts the first suggestion, it demonstrably works, since that's what happened with the eyedrakes.
The text doesn't explicitly say you can cause someone to attack someone else woth mass suggestion, but my inclination is that Sam would at the behest of the suggestion (possibly if I, the DM, had worded it differently). My expectation is that Sam should attack Tetrevess. Apostle Noitanimulli would be versed in the spell's usage and competent in the directions he gives. So, let's alter his words to "the intruders are trying to destroy us all! If they stop us, the world will be destroyed, the epicenter of its destruction this very spot. You must destroy them to save us all!"

On a failed save, Tetrevess is teleported up to the portal opening above the cultists (the room was built 40ft high, but the ceiling is missing, as the portal has been opened in that space. Tetrevess is above the center of the room, 40ft in the air, but immediately starts to fall. If uninterrupted, he hits the reound tajing 12 bludgeoning damage)
All other creatures within 10 feet of the target’s original space each take 39 psychic damage. On a successful save, the target takes 19 psychic damage. That's Samogri. (Edited, I thought for a momemt the paralyzed goliath was Tetrevess)

Case by case basis, but I think the caster wouldnt know if it's going to work or not, and the classic: you csn certainly try" makes sense here. I don't even kow how I'd ruke thst. If the two orders don't conflict, they shouldn't cancel eachother. So, what happens if they do conflict? Probably rhe more recent one wins. Though it might also make sense for the save to get AD ir a bonus equal to the modifier if the caster that cast the original suggestion. That's another possibility. I dint mind thinking about these things, but ideally just say, "I want to do this, can I?" or "how can I...?" It's more oracticak than me riffing on hypothetical situations thwt might or might not be relevant, worse my meanderings xoukd discourage yoi from doing what you want to do.>

If a creature is restrained by one of the pinions, the golem can’t attack with it. Any creature restrained by a pinion can free itself at the start of its turn with a successful DC 17 Strength (Athletics) check.

(Now I get what Sam was saying, needing to travel more than 30ft to reach Tetrevess would preclude attacking the same round).
