Dawn noisily scouts ahead, searching for the source of the smoke. After a short time he finds an area of low hills with tall boulders. As you approaches, you can see the glow of a campfire in a low spot between hills among some of the rocks, and can hear several voices talking. Creeping forward to try to get a view of how many people are there, your foot catches a rock and sends it skittering. One of the voices cuts off the others,
"What? You probably just heard an animal or something. We're out in the middle of nowhere," says a second voice.
"I'm telling you, I heard something. I'm gonna go check it out," the first voice replies.
"Whatever. Have fun."
Dawn fades back into the shadows as he listens to the voices debate, then hears someone tromping around the camp. A raider searches around the camp, but doesn't notice Dawn, despite passing within about 20 feet ahead of him.
(Unless Dawn decides to do something when the raider gets close) Eventually the man gets tired of searching to no effect and moves back to the campfire and Dawn hears voices again. "Find a demon out there?" another voice asks sarcastically, followed by laughter from several other people. There's some grumbling, but no response.
How many troops are there? Are the camp fires the source of the smoke? Do I see any signs of dragons and/or the villain who took down Maythus? Anything else of note?
(You haven't quite gotten close enough to see yet, that's what happens when you roll a natural 1 for stealth!!! :P. You've heard 2 distinct voices besides the person who came out searching, and heard several people laugh at the sarcastic question. Hard to tell beyond that since it was mostly indistinct chatter before you kicked the rock. You can assume the campfires are indeed the source of the smoke. No sign of dragons, you didn't recognize any of the voices you heard as being Cyanwrath, but don't know beyond that)
(You have gotten close enough to tell that between the large boulders and surrounding hills, the people at the campfires won't be able to see more than a short distance away from the fires, and you haven't seen any signs of sentries or scouts.)
Dawn creeps closer, still not as quiet as he could be, but the people in the camp have gotten to talking and arguing and don't notice any more noises, or else possibly put them down to animals moving around. Dawn gets close enough to see there are 4 humans and 8 kobolds moving around the campfire, with meat cooking over it. The humans are bossing the kobolds around, and as Dawn watches, the kobolds get tired of the treatment and take their portion of the food and move into the distance away from the fire to eat it away from the humans. The humans grumble a bit about useless kobolds before grabbing their own meals.
Dawn will head back to the group to report there are 12 enemies, 4 humans and 8 kobolds. The humans are very lax. If we want to take them out, it probably will be relatively easy.
"Hmm, It's a grimm thought but I dont want any survivors running away from this fight. You know me. I will assist our heavies on the front line and you annihilate the bloody with your bow. I believe it would be a smart I idea to ambush the humans by the fire and use that momentum to dominate the remaining Kobold forces."Pops looks to the rest of the party. "What say you?"
Dawn scouts ahead, going carefully and stealthily. Trying to find out what the fire is and if possible troop numbers.

I will wait 10 or 15 minutes and then try to get closer.

Are the kobold's and the cultists one and the same? I had thought there were three groups kobolds, human and cultists (human priests).
I had rolled a perception of 17 when I first started scouting. Here is a second roll 9
