I relay the information about the camp and loot for this "Dragon Queen". Does anyone know about this Queen of Dragons? (Not to be mistaken with the Mother of Dragons)

Deekin, Kobold Bard (2) in Hoard of the Dragon Queen
Deekin relays the information he gleaned from the prisoner to the group, and at Rock's suggestion, you start back towards the governor to relay it to him. About halfway there, you find the governor hurrying towards you, a panicked look in his eyes. "Under attack...the ramparts...Dragon!"
The group heads to the ramparts to confront the dragon. As you walk out the door, you are struck by it's Frightful Presence. 20 defenders from the keep are arrayed across the ramparts with bows trying to hold the dragon at bay, but don't seem to be all that effective so far. The dragon is huge, with deep sapphire scales, and circles the keep lazily, occasionally swooping down to breath lightning at the defenders of the ramparts, but never approaching closer than perhaps 25 feet. It seems almost...bored. Arrows from the defenders bounce off it's scales without doing any noticable damage, and it seems to be in little to no danger, but shows no interest in doing more than occasionally breathing some lightning down at the defenders, not bothering to do any fighting beyond that.
As his favorite enemy dawn has studied dragons. What does he know about purple dragons? 11
(It's a blue dragon). You recall that blue dragons make their lairs in barren places, using their lightning breath and their burrowing ability to carve out crystallized caverns and tunnels beneath the sands. Having gotten a close enough look at this one now, you can tell that it appears to be a full grown adult, and from your familiarity with dragons you see that it's heart is not truly in the attack, knowing the death and destruction would have been far worse before you ever got here if it was a real attack.
Dawn is Frightened of the dragon, having spent plenty of time studying them, but not been this close to one breathing lightning before. Rock and Pops are unaffected by the presence.
Frightened
A frightened creature has disadvantage on ability checks and attack rolls while the source of its fear is within line of sight.
The creature can't willingly move closer to the source of its fear.
(You can make a new wisdom save at the end of each of your turns, ending the effect on a success, but unable to do anything else afterwards on that turn)
