Valrieth looks uncertain, "Oh, I don't know. We may need to hide or sneak around quietly, so muted colors that would blend in? Green or brown or maybe black. Nothing too bright or loud."
As she's talking, Val puts her belt, scimitar, pouch, and backpack in a little pile on the floor and then pulls off her robe. "It shouldn't be too big or stiff. We've already seen combat since arriving in Hither, and I expect that we'll be fighting for our lives again soon enough. Whatever I wear will need fit over my armor: otherwise, I'll need to be able to wear the armor on top of it."
Val looks at some of the clothes and says, "I've just been wearing these plain brown robes ever since I started training to be a druid. Maybe a simple robe or dress? Or even a long tunic or tabard might work."
"Yes I have a green tabard, though I will need to alter it to fit you" says Madam Mosscrown. She then finds a nice sky blue sash for Gan-re and gets to work altering the Tabard. As she works she asks Finley "Is there any clothing you prefer or color?"
“Ah’d like a long coat like th’ one I’m wearing, but, uh, fresher? Needs to fit over me armor.” Finley clanks agains his chest with a gauntlet. “My old one is getting rough here in the details.”

"Yes I have a long coat here." says Madam Eva. After about an hour she finally finished with the alterations. She breathes a sigh of satisfaction as she looks at everyone in there new clothes "Now each of you look more presentable" She rummages under the counter for a bit and hands the party 3 bars of soap "Here to help keep the clothing clean. Now fare thee well and good luck" says Madam Mosscroen
Valrieth thanks Lady Mosscrown. She's now wearing the tabard over her armor, tying her belt around it with her pouches and scabbard. She transfers the fly badge from her robe to her tabard, and she stuffs her old robe in her backpack. She slings her shield on her back and carries the book in her arms.
From here the Trio can go straight to Bavlorna or explore more of the town
(OOC: I don't know how crowded Downfall or specifically D11 is. While the Trio was waiting for their clothes, was there room to sit and discuss their next steps without a bunch of bullywugs listening to their conversation? If not, once they're dressed, Val would like to look for a spot outside of D11 where they can sit by themselves and plan.)
Once the Trio is dressed, Valrieth says, "Sky blue is a good color for you, Gan-Re. When I see it, it makes me think of you flying up in the sky!" She then proposes that they go back to the doorway through which they entered and then look for a quiet spot outside where they can plan. Val doesn't say so, but she's also considering looking through the book, despite what the king said. She just doesn't want to do that where any of the king's people are watching them.
(Looking at the map, the Trio would leave D11 through that door and descend the stairs or ramp that heads NW, they'll be back at ground level. They can look around and see whether there's a quiet place somewhere between D11 and D8. Either on the walkways between those areas, or maybe somewhere in the open area between the buildings if it's solid ground. I'm not sure whether that whole area is D9 or whether D9 just indicates that big branch emerging from the right side of D11.)

Val makes a few points:
Val believes that the Stars will eventually lead them to Bavlorna's hut whether they return the stolen book or not.
But Val doesn't really trust King Gullop XIX. ("Who makes a public display of their enemies' heads on spikes?")
There's no reason to hurry Fate.
Or it may be better to go to Bavlorna's hut now while the Trio is well-rested.
Exploring Downfall more
The Trio still knows very little about Bavlorna, but Val isn't sure whether they'll learn anything else useful by exploring the rest of Downfall.
The bullywugs live nearby, but they don't seem to interact with Bavlorna that much.
If the Trio delays going to Bavlorna's hut, they risk getting in trouble with King Gullop XIX.
Bavlorna herself
Val fears that a fight with the hag would be fatal -- to them, not the hag.
If the Trio sneaks inside Bavlorna's home, they could return the book and possibly also learn more about the hag.
But if they're caught sneaking around her home, could they talk their way out of it? Or would that be more likely to provoke a fight?
On the other hand, knocking on the hag's front door seems risky.
Stealth
For a sneaky mission, Val has prepared a spell that will help cloak them in darkness and quiet. (Pass Without Trace)
For that spell, everyone would have to be within 30 ft of Val at all times.
Either Val would be the one trying to sneak into Bavlorna's lair to return the book, or the the whole Trio would have to go together.
Val proposes that they open the book and see what's in it.
King Gullup XIX said not to read the book, but as Val said, she doesn't trust him.
She hopes that the book's contents may tell them more about Bavlorna.
Val could cast Detect Magic (as a ritual) first to see whether the book is magical.
(I'm not sure whether the party knows that D8 is the "Holding Cells" after hanging out in the palace for an hour. If so...)
Since Val doesn't trust King Gullup XIX, she wonders whether anyone is in the holding cells.
Perhaps an enemy of the king could at least give them a different view on Downfall, Bavlorna, and the bullywugs.
(If Val can see all the way to D10)
Val is fascinated by the storm-cloud anchored at D10, and she'd like to see it up close before they leave Downfall.
(OOC: heh. Putting info out there for the others to consider before we decide as a group. When there's an obvious "next" encounter, one of us can move the story along, but when there's a big choice, the Trio generally moves by consensus.)

"Should we look around a little bit before we head off? Back home, ah've learned that soldiers sometimes like ta talk, there's some kind of proving grounds down there, aye? Anyways, Ah don't trust this king." Finley says when they're away from any of the resident bullywugs. "He rubs me th' wrong way, like he ain't telling us th' whole story."

"Sounds like a fine plan. No need to rush straight into danger. Forewarned is forearmed as they say. Best to leave the hag until last. Normally I avoid storm clouds, but happy to give it a look if you want Val. I wonder if anyone here knows about the ailcorn or sells any weapons"

Its crowded in the palace so it would be better to discuss outside away from the guards.

I will say the Trio finds a quiet spot near the palace.
D9 is the proving grounds with 4 bullywug warriors.
D8 is the Holding cells with an open doorway and no guards.
