Sorry I missed the edit. In order to mount them and time it right... It would take Acrobatics and Animal Handling. You won't be able to hover in the air but you will be able to use your flight to quickly get on one's back as it goes thorough.
(Yeah just mounting one, horses are herd animals so should stick together and theres no way he can control both. He's just hoping to stay on one until the storm subsides and they stop running)

((By 'hanging in the air' i mean just at the top of the jump, the moment before he starts to fall. he would probably use his wings to help but no hovering. I'm picturing this all takes place in around 1 second as the horses gallop)
Folki mounts himself on to one. But he fails to cam it down and it starts moving haphazardly until it hits the other horse and they both fall over.(The horse is already spooked. It's not like it won't notice something that suddenly climbed on to its back.) Folki, Acrobatics or take 5 Bludgeoning damage
Folki spreads his wings and takes flight off the horse's back. The two horses crash into each other and both stop moving. They get injured but nothing they'll live.

Folki jumps on the horses with his rope in an attempt to tie them up. A cloud of smoke rises in the ensuing struggle between the topless barbarian bird and the horses. When the smoke clears, the horses are standing upright and are calm while Folki is being eaten by said horses on the ground tied (tangled) up with his own rope.

Nope. He is firmly restrained and incapacitated. He can try ripping the rope with raw strength (STR check) but it will be difficult. At least the horses aren't going anywhere.
As Gendan watches the others before her get down, she gets ready to grab the rope and start her own descent. However the wind blows dirt into her eyes and she slips on the mud and falls down the hole. Elsara (As per her readied action) casts Feather Fall to prevent damage. Gabby starts to descend as well. Once she gets down she looks around and says, "The bugs don't seem to be bothering us. A fire might cause them to panic."
(Hey, so I'm out of town this weekend. Assume that Elsara will be her bubbly self and happily helping out, though not enjoying the bad weather or thick cobwebs. Also let me know if I needed to use my last spell slot on an additional Feather Fall )
“How about taking a rest down here while we wait out the storm then?”
(short rest? Let Elsara get some Arcane Recovery?)

Gabby looks up at the hole which is causing a pillar of heavy rain to fall into the cave. "It is raining pretty hard right now. Resting here while we wait for the rain to stop... I think is a good idea."
For a moment the small Aarakocra lies there, bound tight in his own rope, and wonders how he managed to get himself into this situation. But as the wind roars past him, rain and dirt attacking his eyes, he knows he does not have long before the horses are spooked again and they run off into the night never to be found again. He turns onto his back with his wings stabilising him and pulls one of his feet up, the three long toes stretching towards his body in an effort to cut the rope with his sharp talons*. After a few attempts he realises he will not be able to reach the rope this way. Changing his approach he instead point his foot away from his body and brings his knee up to his chin. Contorting his leg slightly he manages to catch the rope on the smaller talon on the side of his heel and carefully saws at the twisted fibres....... (.....DM?)
