One of them has a hand crossbow in his hand and a scimitar on his belt. He stands at the intersection next to the glowing rock (The one which had light cast on it by Briggs) that's at the center of it. The other ratman is holding a pike (NOT A WARPICK) and takes position 10 ft behind the shield bearing rat man that just emerged.
If she hits, she pulls the rat man 10ft towards her (Grasp of Hadar), possibly even to the other side of Runt, then she charges at him and gets as close as she can. (Best case scenario is that the rat man is now pincered between Gendan and Runt, but I don’t know the distances, so... ¯\_(ツ)_/¯ )

Two more Ratmen round the corner. One wears leather armor and wields a pike. He stands close to the wall, 10ft behind the Ratman you targeted. The other Ratman stands next to the glowing rock. There is a 5ft space between him and the Ratman with the crossbow. This Ratman is also holding a crossbow.
So to clarify:
Ratman 3 and 6 are holding shields and war picks. Runt rushed toward 6 but she is currently facing directly toward the 5ft space between these two.
Ratman 2 and 5 are standing 10ft behind Ratman 3 and 6 respectively. These two are holding pikes.
Ratman 1 and 4 are standing at the intersection with crossbows. They are standing with the glowing rock in the 5ft space between them.
Elsara tries to cast the spell but realizes that she's too far away. Unless you can either dash with a bonus action or use a spell with a range of more than 60ft, you can't hit the Ratman 1.
Elsara runs toward the ratmen and disappears in a puff of smoke. She reappears within 30ft of Ratman3 and cast Frostbite on Ratman 1. Elsara, starting out near the back of the party when the ratman showed up helped her gain ground on them quickly.
(I know spells can't really be used non-leathally RAW, but Elsara's more trying to use Frostbite to try and hinder their hand mobility to stop them from firing on the party rather than attempting to kill them. It's the though that counts, right?)

(Yeah, I understand where you're coming from but I won't rule in favor of that in this case because I don't think Frostbite is a strong enough spell to do that. At least not at 1d6 damage. Especially not now since the Ratman didn't fail the save by too big of a margin and the damage was only 3. Better luck next time.)
The frigid chills hit the ratman and it's paws get wet, and numb from the cold and frost. It can still move it's fingers but it's gotten noticeably clumsy.
Ratman3 gets within melee range of Elsara and attempts to impale the short elf girl with it's war pick. Hit:17 Dmg: 5
Elsara makes a hasty side-step and dodges the thrust. Were it not for Mage Armor (The more time passes the more I realize how GOOD that spell is) the weapon would have opened a large tear in her traveling clothes.
