DM: Normally a Persuasion roll of 15 is good. However, since you guys basically killed an entire goblin clan except the guys in front of you, it's going to take a lot more than 15 to convince this guy you mean no harm. DC22. However, all is not lost. If you can convince this guy with words (and RP) alone, then the DC can be 100 for all I care. You will still succeed.
Elsara doesn't detect anymore goblins. Either they are good at hiding or there aren't any.
The hobgoblin speaks from behind cover, "Peace? Do you think peace is actually an option anymore? You have literally killed everyone but us few. Even if you were to leave now, we'd be no match for any orc hunting or another goblin assault team that might attack. Did you use words to kill 14 of my brethren? I think not!"
"No, we didn't..." Elsara sounds a little downhearted. "We offered surrender, and your clansmen decided to slit his own throat. Another chose to fight and die rather than a chance of living. Yes, we fought, yes they died, but they didn't even try talking back, attacking first..." She looks up to where the voice is coming from. "If we really wanted to eradicate you all, would we be talking right now? Violence isn't the only option right now."
(Welp, it is a statistical impossibility for the high elf to persuade them, but she's going to try)
DM: Statistical impossibility if you try rolling. It is still very possible to persuade them through RP.
"Oh please! Spare me your talk. The only reason you are saying these things is to make yourselves feel like the hero. I have news for you, little elf! Everyone is the hero in their own story and no one is evil in their own eyes. Have you ever stopped to consider why my men would rather die fighting than surrender? Because you have your probabilities backwards! To die fighting for one's people is a hero's death. If we surrendered, what would you do then? Let us go free in the wild so that we die slowly from the horror that await us? Turn us over to the villagers so that they can torture us to death? Or maybe you'd do the most 'heroic', 'commendable' and 'all-round good-guy' thing by giving us a lecture on how stealing is wrong and leave. Your kind has left us no choice but to steal and plunder. Hero types like you like to attack us and tell us to not steal. When we are inevitable driven to looting, they can come here, brand us as evil and kill us all. They can sweep the root problem under the rug and feel like the hero doing it."

Gendan will take a position at Y10. Yelling from the back lines, and itching to get to the front. "Fine then! If it's a hero's death you want, we'll give it to you!"
The hobgoblin's voice rings out from behind cover (to Gendan), "Hm. At least one of you is honest with what they want. That's better than pretending you are some kind of hero when you are no different from a murderer."
"Wait... But..." Elsara looks from Gendan to the barricade, somewhat speechless. "Can't we do something?" She appears to having her cloistered perspective of the world slowly shattered before her eyes. She shouts up to the hobgoblin, "I'm not lying! I'm gonna be a great hero that protects people! Murderers are people who premeditate to kill someone for selfish reasons!" She seems to be pouting slightly, like a child having a tantrum.
Elsara's childlike innocence catches the Hobgoblin off-guard. He's not sure whether the elf is a master of deception or if she just lives in her own bubble.
"What do you mean? How are you going to solve a problem that has persisted in the society for ages in one round of discussions?"
Vladimir says something to the commander in goblin and the hobgoblin responds in turn.
"Because bad people don't want to try helping, and every good deed starts small." Elsara replies, still in a somewhat frustrated tone. "If we just came here and killed all of you without trying to be peaceful, then we would be bad guys. You think that we're like that because you've heard someone else got hurt that way. They're someone you don't know, like I don't know who you are, but still want to give you a chance." She pauses for a second. "My name's Elsara, Elsara Deepmoon. What's your name, mister hobgoblin?"
You think that we're like that because you've heard someone else got hurt that way.
This sentence seems to infuriate the Hobgoblin. "HEARD! YOU THINK I SAY THESE THINGS ABOUT YOU BECAUSE I HEARD IT FROM SOMEONE? I SAW MY FATHER GET KILLED BY 'HEROES' WHEN THEY RAIDED OUR OLD CAMP. MY MOTHER SURRENDERED TO SAVE MY LIFE. THEY CAPTURED US AND I WATCHED THEM TORTURE HER." You can feel the hobgoblin's voice begin to crack. He seems to be tearing up. "She... She tried all she could but... it was too much. Their torture was too much for her. She looked at me from her corner of the room. They had stretched out her limbs and suspended her by rope. She... she couldn't take the pain anymore. Her arms and legs had turned black from the bruising. All the wounds from their whips that covered her body had begun to fester. She looked at me... She said she was sorry." He begins to burst out crying. Sekai seem to console the hobgoblin. He calms down a bit. "Right. I escaped the village. I freed the other goblins and ran away. We thought we were done for. Then we found this place. Our number had started to grow. AND NOW YOU SHOW UP! Elsara Deepmoon is it? Corvus Evans. Remember that name. That is the name of the goblin that will slay you." He pauses for a bit. "We may die here today. Our chances of winning are none. But we will not go down without resistance."
Bonus Round (Your Perception was too low): A goblin pops out from behind the cover (U3). Zoey fires a shot from her light crossbow at Elsara. Hit: 19 (Adv: 17) Dmg: 10
The cross bow bolt shatters her mage armor and strikes her in the chest. She collapses and starts bleeding. Val roll initiative,.
Elsara waves her hand up to ward from the crossbow bolt, a protective shield deflecting the blow. (He may've advantage, but she was totally expecting some sort of attack based on the above)

To not hold things up, rolling Val's initiative: 17 and placing him at 10Z
ENEMY PHASE:
Evans climbs the table and fires a shot from his longbow at Folki before jumping back down to his initial spot. Hit: 6 Dmg: 10 The arrow is blocked by Folki's shield.
( I don’t know when my turn is but Val will fire at the nearest enemy he can see when that happens, or will help any friend that is surrounded by two or more enemies.)
Folki follows close beside Elsara, ready to intercept any projectiles at her while her guard is dead.
"You're outnumbered........ don't make this difficult"
Skriiod simply nods, making sure to back up Elsara if it is needed.
