The plate you have is made of fine silver. With strange, almost mesmerizingly complex uniform script carved in what looks like concentric circles of arcane runes. The metal of the plate appears to have been broken at some point and reassembled using some form of liquid sapphire adhesive that now fills in the cracks, making the metal plate whole again. It appears to you that the arcane script seems to have been added after the fact, as the carvings are etched into the sapphire as well as the silver.
As an example, imagine this plate to be silver instead of porcelain and the gold lines to be sapphire, and then add in tons of arcane runes:

The crafting technique of making fine pottery, breaking it, and then essentially gluing it back together with fine metals like gold or silver is not unknown to you, as it is a primarily dwarven art, though this seems to be on a whole different level being made of metal and gemstone, which would have to be magically liquefied in some way to accomplish this. Also the arcane script etched into the plates bears some resemblance to dwarven rune magic, though its meanings are a mystery to you.

The runes form a very familiar arcane language to you. These are effectively spell scrolls that will also not be consumed after their spell is released, making them also treasure/art objects of arcane interest. There are six plates in total. Their spells are as follows:
Like the scrolls you found the the mountains near Refuge, you are pretty sure that this sort of arcane script is written in a way that anyone could make use of these plate to cast their stored spells.
