Excellent... I will ask the commander to send for the level 3 Bard and Divination wizard if that isn't too much trouble to make absolutely certain that this goes off without a hitch. The last thing that even Lord Akkron would want to do is fight two dragons at once.

Unhappy that the market got rid of individual purchases for one-off subclasses, magic items, and monsters?
Depending on how far away the hamlet is, we can either just travel by horse (sending messengers if possible, with promises of a hansom payout if they come) or, if it's a pretty long way off but within dragon-flight distance, Akkron can True Polymorph himself into a dragon for the hour-long duration and return to his true form just outside of the hamlet (bringing along several of his new followers to look very official while doing so).

Not a Silvery Barbs or Bane in sight... but I guess that Gaius and his Portent can save us some trouble.
Akkron will ask a messenger to get Gaius as insurance against the dragon getting a good roll on its Wis save. And he will make sure that the messenger knows that it is crucial that the diviner gets back to us as soon as humanly possible.
"You have to understand... I may be powerful, but I need the skill of a Diviner to make absolutely certain that the creature will not resist my control. I would go to meet the diviner myself, but if there is something truly evil out there, I don't want to leave this region unprotected. For a bit of added security, I can create a powerful fortress that will last for seven days."
(Akkron will use wish to create a mighty fortress that the soldiers can use as a more secure lodging and tactical vantage point in case the orcs strike again or the dragon decides to show his face).

That's fine, hasn't happened. I've got to fill my entries and embellish to give the players agency but feel free to rewind and retcon.
Day 15: Dawn to dusk Messengers are sent to the small hamlet, west of the outpost, in hopes to recruit some mercenaries and adventures that have a wider skillset from the Soldiers. Day 16: Dawn mid-afternoon Arriving in town are two new adventurers, sitting high in their saddles.
Gaius, the Wizard, wearing soldiers uniform, a man of average height, with youthful features hidden behind a goatee, with a full head of light brown hair and wearing military issued, studded leather armor. Although he's wearing armor, t's unmistaken to think he's a wizard, because of his slight build and his Wizard Staff and Spellbook.
Sutalun "Tali", on the other hand, is wearing a beautiful flowing emerald colored dress, covered in leather armor, but none the less, the green from her dress, brings out an intensity from her brightly colored green eyes, contrasting with her brilliant, long flowing, red hair. Her beauty and features are in stark contrast to the dirt and grime covering everything in the outpost.
The guests are quickly taken to the Tavernhall and setup with a room to rest and fresh before they return to the main hall to receive orders and instructions.
"Ah, greetings!" Akkron says. "Thank you so much for coming! Now, I'm going to need your help with something... I'm about to perform a feat of epic magic, but I requested your aid to make sure that I can control the result... don't worry, I'm sure you'll both get rewarded quite nicely for your assistance. Now, this is where things are about to get interesting... I am about to call a dragon into being, but I will need your aid to make certain that I can control the creature... I know that this is probably sounding like absolute insanity right now, but ask any of these men and they'll assure you that I am indeed capable of performing this feat."
At this point, we'll get the stable and everything ready, the men with their ropes and harnesses, along with some large object that can be "dragonized." He will then proceed to transform whatever object he is provided with into a young amethyst dragon, then have all the men secure it while he holds concentration on his spell for an hour to make the change permanent.
"I'm sorry that we have to treat you like this," Akkron tells the dragon as it is secured in place. "But we have a very important task that you are needed for, and we can't take any chances. You will be bound to my service for a year's time, and then you will be free to do as you will."
Once the dragon is fully secured and the effect has been made permanent, he has the Bard cast bane, and the Wizard he has standing by to use Portent to screw over the Dragon's Wis save or, if he doesn't have a lousy enough portent to do so, cast Silvery Barbs to make the dragon re-roll if it actually succeeds on the Wis save. He then casts a 7th-level geas, and the dragon must make a DC 19 Wis save or be charmed for the next year.
(So... ideally, the Divination wizard will have rolled below 13 on one of his Portent dice, which will force the dragon to auto-fail its safe. If neither of his Portent dice are 12 or lower, then we'll have to go with the Bane/Silvery Barbs option and pray for the best).

My interpretation of how the spell weave resolves "personality" is that it makes a copy or transmutes an object on the material plane into a conjured object from somewhere else. I've read debates about "soulless" creatures, created by magic, conjuring and transmutation. I'm ruling that this dragon is a real dragon from another realm. I'm willing to rule that true polymorph has created a duplicate Roxo, based on the real Roxo from the Far Realm, but he doesn't necessarily know that he's not the real one.

Well... yeah, that makes sense. Though now that he's said he knows about Boccob's Wager our hero (a.k.a., a very confused lich) is really going to want to have a good heart-to-heart if there's a chance that his new dragon knows what's going on.

x80 Orcs, 8000 XP
x20 Orog, 9000 XP
x2 Hill Giants, 3600 XP
total 20600 XP
1 commander, 5 lieutenants, 54 soldiers, 1 Reggie, 1 Paragon = 62
20600 / 62 = 332 XP each
Reggie was quest leveled to exactly 900 XP so he's right at 1232 XP after the battle and he needs about 1468 XP to get to level 4
All 54 soldiers are now level 2
