Staying as much behind the others as she can, Lokilia finds a spot up against where the floor meets the wall. Perhaps even near the back of one of the non-illusory screens. She uses her Wild Shape to take the form of a spider. In this tiny form, she walks back even further into the recesses where she won't be seen.
Those hidden within the illusion cannot see out without exposing themselves but Lokilia spots a slight disturbance in the air as something passes by heading down the next flight of stairs to the next level. A few minutes later the woman and man Amber reported above descended onto their level....
The woman's eyes swept the walkway and hovered for a few seconds over the illusion before moving on, the armoured man thudded across the walkway towards the stairs down...
Dev holds his breath as the strangers pass, eyes, big as saucers, following their movements. He can only guess what their intentions are. But remembering the assassins who fled from the winery just outside of Drynna at the very beginning of this quest — after one of them drove a blade straight through him, that is — the teenage tiefling is wary. Wary and determined to keep the upper hand in any encounter here at the end of their quest. If it even is the end...
After they pass, he looks to the others. ‘What now,’ his expression seems to ask.
In spider form, Lokilia cannot really respond. But she makes her way (20 ft per round) towards the stair to see if she can get any indication of what those that just passed might be doing. She doesn't really respond to Dev at all. (Well, she can't...)
Normont and Amber stay as quiet and still as they can until he is sure the strangers have passed, and then let's out a slow breath of relief.
Seeing Dev's expression, he returns a little shrug and strokes his pointy beard.
"Two options I can see", he whispers. "Take advantage of the element of surprise, and attack. Or hang back and allow the strangers to draw out whatever is messing with us in this tower".
(OOC: @DM - you never told us if we recognised the symbol as the Cerberus Assembly. Normont has assumed above the strangers are dangerous, but that will be even more true if he does recognise the symbol)

" Ve must find Ubo. If the interlopers cannot be found it is of little consequence but he is essential to finding ut vat happened here.", the woman instructed the armoured man.

As the others seem content to stay put, Lokilia will continue to slow head towards the stairs going down, staying on the wall of the tower. She remains cautious and is continually on the lookout for places where her spider version would be able to duck out of sight. (Perception: 17, Stealth: 21) She's hoping to pick up anything more they might say. And with any luck they can discover any difficulties that might lie ahead.
Normont nods to Quinn and Dev, agreeing that attacking the newcomers right away is not the sensible course of action. When he is sure they have descended and are out of view, he does slowly leave the illusion though. He makes sure to be quiet and stay out of view of the stairs.
When the insane cackle echoes up towards them, he shivers involuntarily, happy that the newcomers are between them and whatever made that noise.
He looks around for Lokilia but can't see her anywhere.
When Dev is sure the woman and armored man are out of view, when Normont makes to leave the box, he exchanges a glance with Quinn, and says, “We should follow him.” The tiefling adopts a stealthy mein, drops the illusion with a short whispered sound on his pan-pipes, and follows Normont, no farther behind than necessary to keep the gnome in sight.
Quinn lacking the stealthiness of his companions he will say in a whisper, “Dev or Amber could scout ahead quietly to see the lay of the land before the rest of us move in,” Quinn will look around, “Speaking of the rest of us, Lokilia where are you.”
Lokilia creeps down the stairs her eight legs making no sound as she moves, the three men emerge from hiding and move carefully towards the stairs as the sound of the armoured mans tromping feet echo from below.
As lokilia reaches the next level down she sees the two from the Cerberus Assembly begin to descend another flight of stairs, as her eight eyes scour the level she has emerged on she sees it is composed of a series of alcoves containing glass cabinets full of glowing crystals, as she moves towards the next flight of stairs one of the cabinets flickers and she sees two forms within....they soon resolve themselves as Hook and Theron but each one of the men has been disemboweled and is winding the other mans viscera about themselves in a trance-like dance. After a few moments it flickers again and is a cabinet of crystals....
She suddenly detects movement above her and sees a slight shimmer in the air as something floats above and then begins moving to follow the Dwendalians.....
'Is that the invisible thing those folks were talking about before?' Lokilia wonders. 'I thought that went ahead of them. Is this something new?' Trying to remain cautious, her spider form keeps on with its slow movement down the stairs. She does try to keep an eye on the shimmer that she saw however. (Perception: 20)
Normont listens for sounds of the newcomers receding, and if he is confident they have descended further, he will look to Dev and Quinn and motion that he too will descend. He will always try and keep a floor between himself and those from the Cerberus Assembly though.

"We should wait and see"
Dev nods in agreement with Quinn, recasting Minor Illusion as needed to maintain a continuous hiding place for them.

( Don't believe you've ever seen the symbol itself but its close enough to the descriptions given that its extremely likely to be the correct emblem.)
" Ve must find Ubo. If the interlopers cannot be found it is of little consequence but he is essential to finding ut vat happened here.", the woman instructed the armoured man.
The woman and armoured man made their way down to the next floor as they continued their search.
Suddenly the footsteps stopped as a long insane cackle bubbled up from somewhere far below.
" Vell, hopefully zat ist not Ubo...."
