You hear the two voices talking. The calm voices are basically pushing the orcs to increase their efforts to capture Dragonmarked people from the city above, but the angry voice argues that kidnapping efforts should be halted until they're sure the intruders have been dealt with. And even then the voice argues the Bloodskull Orcs should lay low until after Operation Stoneveil has eliminated Daask. The calm voice argues that the Operation is the perfect time for the orcs to ramp up their efforts, and if the Bloodfeaster won't do it, then they'll get Shilek and her crew to take over. The gruff voice starts to get very angry at that, but is calmed by an older orcish presence in the room, and the voices carry on their conversation.
Zoveldra feels a very familiar presence emanating from this place, and not one she feels is friendly.
That's about as much as you can discern as the voices go back to a regular talking volume. You'd need to go in there and ask questions if you wanted more answers, will you be doing that?
Zoveldra frowns as she reports what she heard to the others. She obviously wants to go in and put a stop to the kidnappings and this 'Operation Stoneveil'.

Mark is able to fly around the spire and find a window looking in at the room. He sees a room with a gigantic goblinoid statue that has been defiled to look more like an Orc. At the base of the statue he sees a gigantic Orc surrounded by two orcs in robes and eyes tattooed on their foreheads, one of whom carried a strange spear and is clearly very old. There are 4 other orcs standing to attention around them. Three figures with blonde hair and pale eyes talk to them with arms crossed. These figures wear go bare chested and wear pale blue long skirts.
If Mark were to relay this information to the group, Zoveldra would recognize these people as members of the Inspired: The leading class from her home continent of Sarlona.
