"Let's interrogate her, and then decide whether to get off or keep riding, depending on what she says."
Elero will look down at the massive ogre, and then back at the party. "I'm not sure I'm the...the best to do that, but I could help. Like I did before. If you want." He'll smile. "I am pretty good at telling if people are lying, though, so I could help with that, too."
Elero will find a curtain cord, some partially-consumed food and drink, and then take apart something mechanical in the cabin, like a clock or lamp. He'll fabricate a device similar to the fan he used on the changeling, mix up the food and drink into a foul-smelling paste, and tie the whole contraption around Garra's neck, using his Tinkering to blow a foul odor into her nostrils.
He'd suspect this will wake her up, and then one of the others can begin the interrogation.
Garra wakes up, groggy "What's this? Aren't I dead yet? I suppose you still think you're doing the right thing? Ha! I'll be dead by the morning if you hand me over to the Watch. Especially your mate Vilroy." She grunts up at you all, no fear in her eyes. "Go on then, ask me anything. I may as well tell you."
"Tell us, go on, out with it, how is it we bein hoodwinked by the Watch? And Why'd you steal the kid? Hurry up now or I'll have to give this new toy a spin." Kit strokes his new scarf in front of Garra.
Intimidation: 1+6=7 (or with adv thanks to Elero 5+6=11)
She smiles at the swinging chain, "No need for that, i know heroes like yourselves aren't gonna do anything nearly as badly as what they'll do." She jerks her head backwards. "The kid was nothing, just a tool to get that fool Orien to lend his support. The dragonmarked dynasties are all the same, the kid is going to grow up to be like his dad, an entitled brat. Those houses are full of idiots who've done nothing to deserve all their power. Probably be better for everyone if i'd just killed the kid to be honest." She snorts. "As for your mate Vilroy, she's not as committed to law and order as she pretends to be. Her and a bunch of her compatriots in the Watch are actually working for the Boromar Clan, Daask's main competition in Sharn. You've really been working for Boromar this whole time. You watch, there be a hand off when they arrest me. All of a sudden some constable will come along and put me in a skycoach, and no one will see poor Garra again." She pretends to cry as she says this, clearly she doesn't value her life very highly.
“What prove do you have for this wild accusation. Aren’t you just trying to sow seeds of doubt in our mind so you can get out of your restrictions and kill us?” Mark says with his crossbow bolt at the base of her head.
Garra laughs, "Proof!? You're the cops not me, if you need proof you better go find it. I'm just the messenger buddy, Sharn is a broken city. Nothing is what it seems, and those you think are out to do the right thing end up being the first to stab you in the back." She lies back, "If that's all, you better decide what you're gonna do with me. By this point i'm sure they've called in the cavalry form the train. The Watch will know where will be on their way to pick me up."
What's you plan with Garra? Are you going to turn her in? Feel free to have a discussion about this.
You can tell that she’s using the truth to try to convince you of something. Perhaps she’s hoping if she strings you along with snippets of information then you won’t turn her in.
"She seems honest," Elero says to the party. "So what do we do? Daask are looking for old relics, and we may have been used to stop them. We did foil a kidnapping, which was good, but maybe it's time to part ways with Garra and get back to Sharn?"
“I say let her answer for her crime, I am not going to let her off that easily. If she turns up dead then we know she was telling the truth, if she doesn’t then we know we did the right thing in imprisoning a lying cheat who would dare go so low as to kidnap.” Mark seems as if he has made up his mind and will no budge.
You're currently outside the train. You hear a whistle go and the train starts to move away from the station. At the same time you hear armoured footsteps coming down the laneway behind you. Suddenly 10 members of the City Watch are standing around you.
At the same time a skycoach touches down in the street next to you. Out of the coach climbs two people: Sergeant Vilroy, looking beaten and battered but smiling, and an old warforged soldier. The soldier is wearing a cape of the Watch and wears a brooch that identifies him as a captain. Most warforged are disfigured in some way, but this one is espiecially so; he is missing half an arm and most of his face. He walks with a noticeable limp that necessitates the use of a metal cane. He speaks with a crackly deep voice, "Greetings, my name is Brittle, a senior captian in the Sharn City Watch. Vilroy here tells me you may have a suspect for me. Is this the Daask agent known as Garra." Vilroy stands behind him, smiling a proud smile at you all.
Elero's eyes run over the warforged, and for a moment he doesn't speak, lost in pondering how he could possibly fix such a contraption. Then he shakes himself out of his reverie. "Yes, sir, this is Garra. It took some doing, and we may have lost one of our own in the process, but we captured her."
“Yes and we are wondering if there is some kind of reward for our efforts that would be greatly appreciated.” Mark would have packed away the contents of the chess before the guard joined us on the train.
Captain Brittle looks at you, it's hard to tell his expression due to his injuries, "Of course, the Watch is willing to provide you all with 500gp for your efforts here today." His voice doesn't give away what he's thinking. "We'll likely need a longer debrief later of course, but is there anything you've uncovered that you think we may need to know now?" Again, it's hard to know what he's thinking about or asking for.
At this point, no one knows of any involvement of House Orien, nor of the Boromar Clan. Of course, you may choose to keep these things secret if you wanted to pursue these leads yourself later. Up to you all.
Erix stands by in silence letting the others do the talking.

So who's interrogating Garra? And what are you asking her?

Elero's trying to determine if Garra's telling the truth. Insight check: 12
You can tell that she’s using the truth to try to convince you of something. Perhaps she’s hoping if she strings you along with snippets of information then you won’t turn her in.

“I like your logic, Mr Mark. So, we stop the train and hand her over to the Watch.” Kit paces back and forth letting Garra’s information sink in.
“And if she’s telling the truth indeed, as Elero says, we might have to look into this Boromar connection.”
kit goes looking for the train attendant to have the train stopped.

"Um," Elero glances at Vilroy, and then at the party. "That...I don't think we know anything else, do we?"
“Nothing” Mark will want to keep things to the chest about the recent allegations. Also do we get money from the rich guy for not mentioning him.
