“That was…both amazing and terrifying to watch, you've got the gift of a silvered tongue,” said Ismark to Skanon once he was sure the old woman was out of earshot, a slight grin of admiration on his face.
“You aren’t really going to eat that are you?” asked Ireena, pointing at the pastry in Skanon’s hands. It was warm, smelled delicious, and looked like a small mincemeat pie.
Inside the windmill, Garavon heard thumping footfalls as the old lady ascended the 1st floor’s stairs toward the 2nd floor where the millstone sat. While his hiding spot on the 2nd-to-3rd floor stairs was excellent for concealing him from the occupants on the 3rd floor, it was quite exposed to anyone on the 2nd floor. {DM Note: And would require a new stealth check against a passive Perception of 16 if Garavon chooses to remain in his spot}

These webs will be used to trigger my Web Sense incase I don't notice Veronica entering the mill, or a hag exiting through the mill. I will now ready an action to shatter and then enter the mill's third floor.

The old weatherworn exterior of the windmill provided plenty of foot and hand holds up to Veronica. While Vicky hung onto the wall with her hands and feet, Veronica had walked up the side of the building like it was flat ground, her hair dangling off to one side side of her head from gravity. Vicky arrived just as Veronica cast Silence and smashed in the window "below" her from Veronica's perspective.
Can Garavon see which window was broken by Veronica? Would it be allowed to use bursting arrow to blow out a wall?
Yes, Garavon can see the window broken by Veronica.
Reading bursting arrow's effect, 2d6 force damage is unlikely to take out the masonry of the windmill wall. It will however hit everything in the cramped room, including all the other windows and the children in the crates.
The hag disguised as an old lady noticed Garavon (16 passive perception).
“You’re a very naughty boy and a bad influence on your nice friend, snooping where you’re not supposed to. Begone! Or Auntie Moggy is going to have to teach you a lesson.”
The hag did not seem to realize Garavon had already pierced her disguise and was keeping up the pretense of being a simple old woman. However, you could see her fingers were already in the midst of weaving a spell and ready to let it loose at the first sign of non-compliance with her demands.
Garavon beats a hasty retreat down the stairs pausing on the first floor to look around for combustibles.
Once outside he will call the party to gather round.
"Hags. Foul creatures, deadly and with magical powers. And three of them! This would be there home I believe. Which means the very stones of the place could be against us."
"They have children there, as Veronica found. But I suspect torturing the children is the least of there sins, as I saw a pile of children's clothing."
"Tales say the sun, fire, mirrors and magic can be used against them. Though if this sun is not strong enough to effect a vampire, I doubt it will be of us to us."
"I fear our chances of rescuing the children is slim. Not an out surviving too. Best I think to set the interior ablaze and let place act as a chimney."
Veronica considers the situation nervously as she makes an unhappy retreat.
"If someone can distract the hags, I could get the children out," Veronica says after a moment. "If a fire started at the ground floor that might be enough to attract the attention of all three of them... but I don't know for sure if they'll be fooled. And... in either case, it would probably be best if we take some time to rest first... I have some abilities that could help us sneak up on them or even stop them from casting, but I don't have enough energy to do it right now. I just hope they don't notice the broken window before we're ready."

As Garavon exited the building, he noticed the hag disguised as an old woman stood on the stairs between the 1st and 2nd floors eyeing him intently, making sure he did not filch anything along the way.
“That’s right. Run along you little brat, and don’t come back!” said the hag.
He heard the hag’s thumping footsteps return to the 2nd floor, which was soon followed by the muffled grinding of the millstone.
Garavon realized the old hag was grinding the children’s bones he had found into powder, but could only speculate its nefarious purpose. From what he had seen, the first floor would be empty for a brief period while the hags were busy on the 2nd and 3rd floors.
{DM Note: Let's assume Garavon shared this information as well to move things along. Any attempt to creep into the 1st floor gets advantage on the stealth check against DC 16 hag’s passive perception as it's not in the same room.}

Garavon would have to work hard to find something non-combustible. The aged wooden interior, coops, painted cabinet, peddler's cart, trunk, barrel full of oily stinking black liquid and general clutter favoured by the hags are a fire hazard. It's a wonder the oven full of hot coals and baking pastries did not already spark and set the whole building ablaze.
Vicky, while still hanging on to the mill's wall, climbs down to the foot of the mill and stands once more, swinging her arms around due to the aches in them. She immediately looks at the others and says:
"If we are to rescue these children, should we try to use magic to rid of the hags whilst Veronica saves these kids? I could conjure a flame and put it just away from the mill itself, then use even more magic to keep it from spreading while Veronica gets the children out. We will be able to take on the hags, yes?"
P.S. I have flame blade which does 3 d6 fire, so I might one hit a single hag.

But it's never a sure thing, in the past it has failed spectacularly and in that case I had to spend almost all of my gold to convince the guards to let myself and the people with me go." Then he looks to Ireena and shakes his head slightly. "I won't be. Despite what I told her I'm not a big fan of most pastries. I just wanted to buy the others so time."
As he hears what Garavon, Veronica and Vicky say he shuts his eyes for a moment before cursing under his breath. "I... I could help you with the flames but hopefully it'll work to draw the hags attentions away from the kids long enough for Veronica to save them."

Just to clarify, pulling a child from a crate would take a combat turn's action, but working the simple latches holding the crate doors shut is free.
