Seeing that everyone doesn't want to find the elder amphibian, Doter attempts to calm it as well. He holds his hands out and says, 

"Woah there big fella, there's no need for all that. You've got your bat, plenty more where that came from."

((Also, as far as the two PCs that haven't posted in a second, I'd vote for trying a pm or two and if you're getting nothing after a day or so just bot them until we're at a point in the story where them leaving / adding new people is an organic option. I'm fairly certain a recruitment thread would find suitable candidates in no time.))

Jahn, hearing the commotion going on across the water would start to grow frustrated with this whole situation. Between the bandits disrespecting the empire like this and the cold, an angry toad is the last thing that is needed.  

Jahn would raise up their torch high, to get the attention of all living beings in ear-shot and bellow, "ENOUGH!  THIS IS NOT THE TIME OR PLACE!"  Power and conviction booming from their voice by the will of the Dawnfather.

 OOC: I don’t really know what you by “the bandits disrespecting the empire”, there hasn’t really been much mention of it…

Everyone kind stops what they’re doing and turns to you, and there’s a moment of silence before they all start saying things like: “No need to overreact.” “Calm down.” “What did I do?!”

OOC: idk how you’re trying to get out, because obviously you need Old Croaker unless you want to swim, are you trying to intimidate Ulysse into dropping concentration on the entangle spell?

Jahn would pause and see if that reached to the elder frog and seemed to stop making commotion.  

(OOC:  They did say: "We were sent with the Lutan sisters to intercept treasure from Eiselcross before it makes it way to Uthodurn and/or the Dwendalian Empire.” She says chattily."  Them taking treasures from the empire Jahn would see as a disrespect) 

It’s still restrained, and struggling. 

OOC: the Uttolot bandits aren’t stealing from the empire, they’re making sure that relics from Eiselcross never get there in the first place. Realistically, the empire has nothing to do with any of this.

Simply closing his eyes at Jahn outburst, Ulyssetries to carryon his conversation as if nothingelse was happening.  "Sso just to be clear, the leaking vial, did you ssell that one, use it ssome how, or sstill have it about ssomewhere dissregarded. I understand the other vial was ssold. If the vial was leaking, that could explain why everyone who handless it is getting infected."

Boil will use Thaumaturgy as the sound of an angry Owlbear sounding like it’s charging Big Croaker, and will also use Nimble Escape to hide.

Jahn would sign out the nerves, hoping that did something with what was going on across the water.  They'd then turn their attention to the sick dwarf and the elf and ask, "For the sake of this investigation, are you still in possession of the vial used to trap that chest?   Can we take it off your hands?   Maybe it can help us in finding a cure.  And, I would recommend doing away with that trap to spare any of your own of this fate."

 Hulil: “It’s not very easy to remove. Besides, the trap would only affect someone who doesn’t first speak a prayer to Tiamat before opening it.”
