Hissing in frustration and wishing dearly that she hadn't given up the Tower Blade, Jean dashed over to Fiorello and tried to help him out of his bonds.
Fiorello will devote his next turn to getting free from the manacles (with Jean's help). Unfortunately, he doesn't quite manage to slip free.
Just then...
The water level drops. The pool surrounding the platform begins to swirl, and then with a building roar, a vortex forms in its center. Rising from the whirlpool is roiling column of water. Watery appendages break away from its main form as it takes on a roughly humanoid appearance. It splashes its arms down and menaces you, opening a crude mouth wide as it screams silently.
This post has potentially manipulated dice roll results.
Amaruve seeks the strength he once saw in his father, as he takes the Wildhunt before he strikes again. Recklessly he attacks with tooth and nail, biting 21 for 11 and slashing 21 for 16.
Perspicacious, coming from extreme heat to a wall of ice and a creature of water, tries to calm herself. It's just like that poster with the Tabaxi back at the Tower, Hang in There, Persy, you can do it.
She calls out to her trusted swordswoman, "Jean! They've got the wall, help me with the elemental before it kills us all." (Bonus Action Help to Jean)
Then feeling the weight of the empty bow in her hand, she takes aim at the liquid creature and prepares to fire. (I'm readying an action to shoot the elemental as soon as Jean takes her action. If she does what I asked, I'll get the sneak attack damage. If not, I'll still fire for normal damage.)
(DM call: Amaruve and Tony are likely attacking separate panels of the ice dome)
Tony manages to seriously crack his section, and Amaruve (after everyone else's action) shatters his entirely. As he does, a long, cudgel-like wedge of ice breaks away and skitters down the platform toward Jean (more on that in a moment).
Within the dome (which is now more like a igloo, thanks to the opening), Amaruve can see Burgee channeling his multiple spells. It's difficult to make anything out through the haze of ice crystals within, but the kenku appears to be enveloped entirely in a suit of ice. He floats a few inches above the ground, and he still holds the long wooden boat pole across his chest. The staff is alive with bright blue symbols, and it appears to be [DC 15 arcana check!]. The floor surrounding Burgee in a 10 ft radius is icy (difficult terrain).
After Jean takes her action, Perspicacious' arrow plunks through the water elemental, causing a surprisingly large burst of water to explode from its "head". Shuddering in anger, the elemental looks for the nearest targets and swipes at them.
Slam vs. Jean: 27 Damage: 14 (bludgeoning)
Slam vs. Amaruve: 9 Damage: 14 (bludgeoning)
On Burgee's turn he lowers to the ground, apparently readying an action...
Jean, after your action that wedge of ice skitters to a halt at your feet! It's a cudgel of magical ice, it has quarterstaff stats, and its damage type is cold.

(Note the elemental will have Advantage to attack Amaruve due to his Recklessness. Barbarian Unarmored Brown Bear AC is 13)
Amaruve ignores the Elemental leaving himself open to Opportunity (not with Advantage though. Unless it's for squeezing through a Medium sized hole with a Large bear butt) as he squeezes in and lunges toward Burgee, hoping to break his concentration(s). He Recklessly bites 26 for 9 (+2 for Rage, 10) and slashes 18 for 7 (+2 for Rage, 10)
Jean's head snapped back from the force of the blow, and when the stars cleared from her eyes she found a piece of ice the perfect size and shape to be used as a club. Jean shrugged, murmured "Waste not, want not."and picked it up. Rushing over to help Perspicacious with the elemental. She struck twice with the club, watching to see what if any effect it had on the creature.
None of Tony's attacks manage to hit. It occurs to Tony that he might be of more use if he were to deposit the children to a place of safety and regain full use of his senses.

Amaruve, you suddenly realize that the kenku couldn't possibly be channeling all of these spells simultaneously. The staff itself appears to be doing some of the legwork here. Speaking of which, as you strike Burgee, a cone of cold blasts into you (DC 15 CON save)!

Jean's club swings wide, but the second smacks into the elemental's core. It doesn't do too much damage, but the water at its center turns an icy blue.
(The elemental's speed is reduced! Keep it up, gang!)
Perspicacious continues to keep her distance from the elemental, firing another empty arrow at it, and calling help to Jean to bring it down, while the others go after the Kenku and the staff.
Tony quickly makes his way up the short flight of stairs to an alcove off the side of the central platform of the Solarium. Dispelling the effects of the lounge, the children are quickly (and safely, ploomfed out of the space to lie in a (safe) heap away from the action. Your senses are restored, Tony (Roll Insight!)

The water elemental's head bursts as Perspicacious' invisible arrow makes contact. Enraged, the creature's surface begins to roil anew. For the Tower folk, his appearance is uncomfortably reminiscent of a quicksilver monster you met that cost you the life of an old friend. Then it explodes forward in a wave.
Jean, Amaruve, and Perspicacious, you are struck by the elemental's whelm! (DC 15 STR save, all of you!)
Bludgeoning damage: 11 (Failed save: you are grappled and unable to breathe!)
Tony and Fiorello are outside of the radius of the whelm. Fiorello remains chained!
Tony gasps, finally able to see and speak, “OH THAT WAS WEIRD! Oh hey, got the kids, cool. Wait...” Tony blinks and looks around, Insight: 12, taking note of everything, Tony squints. “And the day gets weirder.”
Amaruve is caught in a wave of water (Str: 14), but he keep his attention on his target, not the bird, but the staff. He lunges and tries to pull the staff from Burgee's grasp. (Not sure how you want to run that. Reckless Attacks: 27, 18.

Disarm
A creature can use a weapon attack to knock a weapon or another item from a target’s grasp. The attacker makes an attack roll contested by the target’s Strength (Athletics) check or Dexterity (Acrobatics) check. If the attacker wins the contest, the attack causes no damage or other ill effect, but the defender drops the item.
The attacker has disadvantage on its attack roll if the target is holding the item with two or more hands. The target has advantage on its ability check if it is larger than the attacking creature, or disadvantage if it is smaller.
Jean is pushed back by the whelm (you only suffer half damage). Amaruve overpowers the enthralled Kenku and removes the staff from his grip (take 17 cold damage, Amaruve). Just a heartbeat later, though, the bear is swallowed by the crashing wave!
This post has potentially manipulated dice roll results.
Tony is going to run forward and punch the elemental! As he does, he will activate the lounge knuckle! Attack: 15 Damage: 7 magic bludgeoning damage! Follow up! Attack: 28 Damage: 8 magic bludgeoning damage! Furthermore, a black hole pops into existence on the elemental!
