With the runner out of the way, D.O.R.K slows down for a moment in her frantic chasing to just plainly close the remaining distance. From there, she grabs him by the legs and drags him back into the deeper portion of the underbrush. The others could do without here for a few moments more, or so she concluded, seeing as their hadn't been any calls of alarm just yet. So, unless signaled in some way, once the man was seen to, only after would she make her way over to the one that had rode out with him.
(@DM: I understand her intent will take a couple of rounds if not four, and still committing to this until something the others do eventually warrant her taking alternative actions.)
(To clarify as well, she is not actively trying to hide the body. Just drag it back to the same point she originally led the man, before then making her way for the remaining rider held by Ebonitus. And since she's trying to not alarm him, she is not dash through the underbrush. Not unless at some point she clearly sees him paralyzed.)

D.O.R.K. starts to pull the body of the dead guard back into the bushes (Stealth = 1) but as he does so the body catches in a bush. D.O.R.K. continues to tug at the body and eventually the bush breaks with a crack.
Meanwhile Ilezenya moves a bit closer as well as moving the Dancing Lights. Unlike last time the guards maintain their position and watch warily - possibly as a result of seeing the bushes move where D.O.R.K. is frantically tugging at the guards body.
Devin can see that one of the guards has left the pack and is now cantering back towards Nesme.
Damn it! Devin swears as he sees the man head towards Nesme. All chance at stealth and subterfuge were now gone as whomever was in the ruined city would soon be alerted to their presence. He drops his concentration on the silence spell and ends the area of quiet as it seemed useless to have at this point.
He then runs at an angle out to reach the road as quick as possible. As he reaches the road and he is in clear view of the other riders he starts waving his arms as he makes his way towards them yelling as loud as he can "Here over here! The Fire Giants need help! Come on, Help!" (Dash)
It will take Devin about three rounds to push his way down through the thick bush and get to the bend in the road where he can attract the guards' attention. What are others doing? The bushfire on the horizon appears to be getting closer - possibly now about 5 minutes away!
Lukian somehow spots Devin moving through the brush and rushes to join him once he sees him hit the road. As Lukian had been approximately 50' away from Devin he will arrive about 2 rounds after Devin starts signalling to the guards. This is only 12 seconds and doesn't really impact on anything however.
Ebonitus moves the 50' out to the road in an effort to corral the horse and paralysed rider. It will take him three rounds to push his way through the thick sctrub. As Hold Person is also a concentration spell he no longer has the benefit of the Pass Without Trace spell and 11. Meanwhile the paralysed rider ( 7, 9, 19) shakes off the effect of the Hold Person spell just as Ebonitus breaks free from the scrub. He frantically tries to bring up his Heavy Crossbow and Ebonitus initiative of 11 while the Guard's initiative od 19 means that he can get a shot away Attack: 20 Damage: 1 which gouges a shallow scrap in the cleric's side.

(@Grant: As mentioned previously, she would've been making her way towards the same rider once she got the one guard under cover. I assume Ebon reaches 1st because her distracted state, so I'll roll her intiative now.)

Taking Ebonitus use of more visual magic as a sign to do the same, D.O.R.K holds her hand up high. She hesitates for just a moment however, before saying the prayer and conjuring a javelin made of divine light just above her head and launching it at the horsemen.

Devin, Lukian and Ilventar make their way out into the middle of the trail where Devin starts waving his arms as he makes his way towards them yelling as loud as he can "Here over here! The Fire Giants need help! Come on, Help!" Simultaneously with this D.O.R.K. and Ebonitus drop the previously held guard. Spooked by the sounds created by their spells its horse turns and bolts along the trail (1-3 away from Nesme) or (4-6 towards Nesme) [4]
Illventar warned by some sixth sense turns and spots the spooked horse, foam flecking its mouth, galloping towards them. He yells out "Devin get out of the way!" Devin just manages to dive face first into the mud to avoid the horses hooves as it continues galloping towards the guards.

Do the remaining guards do anything? If they don't seem to hear Devin casts Thaumaturgy to raise his voice louder.
(OOC I wanted to give the players to act first as this is all pretty much simultaneous which is a problem with play-by-post
The way I see it is that
1) Devin et al stepped out onto the road and yell out and it looks like the guards heard
2) Before the guards could respond the spooked horse - which they would recognise as one of theirs - game galloping towards them.
