(Okay, so here's the actual dilemma: Daegon cast Time Stop, then Delayed Blast Fireball, then Teleport during the Time Stop so I don't know that you would have a reaction to see the Teleport spell being cast only the after effect of it when it ended Time Stop.)
(I don't want this turning into a complete cluster so I think I've come up with a fair deal: I'll roll a sleight of hand for Daegon against your passive perception and if he beats your passive perception you wouldn't cast the spell. If he doesn't beat it you'll roll to see if you can counterspell it. DC17 for counterspell)

(Ok. I misunderstood the sequence of events on your last post. I thought they disappeared first. Jinara would have inherently started Counterspell on the first spell made by Daegon. If you will allow that, I will still cast it. )
(I'm posting both Zinmaer and Jinara in this one post, so the narrative will run together a bit)
Zinmaer will take off running towards the closest Death Dog. Jinara, frustrated after his failed counterspell, sees Zinmaer sprinting and will cast Haste on him. He also see's Mucor on the front lines. Jinara will dig deep (spending 3 Sorcery Points for Twinned Spell) and mirror Haste on Mucor. Jinara will shout "Let's Finish this!!" He will then move S his 30 ft. While moving, he will spend his bonus action to convert a 2nd level spell slot for 3 sorcery points. [End of Jinara's turn]
Zinmaer feels a burst of adrenaline coursing through his veins. His feet seem to move quicker and his vision seems to expand a bit wider. Continuing his path (SE 50 ft, then 10 ft E) to the closest death dog, he leaps with his quarterstaff and comes down towards the head.
#1 Attack: 18 Damage: 9
#2 Attack: 26 Damage: 9
(Bonus Action Flurry of Blows)
#3 Attack: 10 Damage: 8 (have the dog make a DC15 DEX Save or fall prone)
#4 Regular ATK 18 @Adv if failed DEX save 10 DMG 13 (if dog is not dead, AND if this blow hits, then the dog cannot take reactions [no save])
(IF #4 blow hits) Zinmaer would move NE to that death dog and use his hasted action to Dodge (If #4 misses, he would stay engaged with dog in front of him)
This post has potentially manipulated dice roll results.
(Now that's a boss use of twinned spell. Mucor, moved you forward another 30 ft as your hasted action if that's okay with you since you already did a spell.)
Jinara augments the spell in his hands as two beams of white energy leave his hands and impact Zinmaer and Mucor. Both of them feel accelerated. Zinmaer rushes forward and in a blur of strikes kills one dog then moves north to the second preparing to dodge any attacks.
The northern dog bites at Zinmaer furiously but fails to make contact. Three cultists pull their crossbows and release a volley of bolts at Zinmaer but all of them miss. The two southern dogs rush forward to meet Mucor attempting to bite but only one head manages to puncture Mucors thick armor. The other four cultists also draw crossbows and fire at Mucor, two of them land hits.
(If at all possible I would like to throw a fireball that would hit the two dogs and all four cultists by Mucor without hitting Mucor of course. If not I'd adjust it so it misses only the furthest cultists to the east.)
Gaelin will move SE 30 ft and cast Fireball at 5th level towards the group of dogs and cultists. DC17 Dex or take 39 damage or half on save.

The fireball obliterates the four cultists and incinerates the northern dog by Mucor. The southern dog is scalded by the heat but still stands.
Aryn's arrow strikes the side of the northern dog beside Zinamer but it remains upright.
(S-DD)Dex: 20
You feel a thump rumble through your feet. Thinking it was the echo from the fireball you ignore it until the rubble on the east wall bursts outward as a huge blue snakelike monster emerges from the collapsed tunnel. The creature's dark blue body and teal scales shimmer in the torchlight. Its front appears to be that of a dragon with multiple arms but the latter part of its body curls and slithers like a snake. The creature rushes forward and swallows a cultist whole while crushing another into pulp with its snakelike body then jerks its large head back and forth looking at all the potential prey in the cavern.

Mucor will snarl and kick the dog free from his leg before swinging his staff down hard towards the creature. A dark cloud of swirling spores will explode around the dog from the tip of the weapon as he swings the staff.
*** action - attack*** Attack: 18 Damage: 6 Plus 1 posion damage Reaction: Dog needs to make a con 16 save or take 7 necrotic damage
Mucor would then snort and run towards Zinmear "I am here brother! I hope you are feeling well!" The minotaur would snarl glancing towards his companion and casting healing word before bringing his staff down hard towards the head of the cultist
*** Bonus action*** Healing word on zin 8
*** Extra Haste action - attack*** Attack: 26 Damage: 7 Plus 6 posion damage
Mucor's staff crushes the skull of the death dog and the body falls to the ground dead. Mucor continues the trend rushing forward to the cultist near Zinmaer and bashes the cultist in the temple causing him to fall.
(15 points regardless of save. It's Feeblemind)

DC 19 to counterspell then, since you would be counterspelling the Time stop.
21
Jinara's roll = 7
(well dang...)
(Dang. It was a good try for sure though.)

Mucor- Dmg: 13 and make a DC 12 Con save
Aryn & Gaelin!
Updated map:
(If at all possible I would like to throw a fireball that would hit the two dogs and all four cultists by Mucor without hitting Mucor of course. If not I'd adjust it so it misses only the furthest cultists to the east.)
Gaelin will move SE 30 ft and cast Fireball at 5th level towards the group of dogs and cultists. DC17 Dex or take 39 damage or half on save.
(Dang)
Aryn will hide then move E-5ft then SE 30ft. She will take aim at the northern dog by Zinmaer and release her arrow.
Stealth: 32
Attack: 23 23 (adv) Damage: 11 7 14

Jinara, Mucor, Zinmaer!
updated map:
(You shouldn't have tried to counterspell him Now he's going to kill us all. ;D )
(With the haste spell, Mucor has an AC of 21 woot! here is his Con save. 13)
Mucor will snarl and kick the dog free from his leg before swinging his staff down hard towards the creature. A dark cloud of swirling spores will explode around the dog from the tip of the weapon as he swings the staff.
*** action - attack***
Attack: 18 Damage: 6 Plus 1 posion damage
Reaction: Dog needs to make a con 16 save or take 7 necrotic damage
Mucor would then snort and run towards Zinmear "I am here brother! I hope you are feeling well!" The minotaur would snarl glancing towards his companion and casting healing word before bringing his staff down hard towards the head of the cultist
*** Bonus action***
Healing word on zin 8
*** Extra Haste action - attack***
Attack: 26 Damage: 7 Plus 6 posion damage
Mucor's staff crushes the skull of the death dog and the body falls to the ground dead. Mucor continues the trend rushing forward to the cultist near Zinmaer and bashes the cultist in the temple causing him to fall.
Zinmaer & Jinara!
(sneaky Mucor)
(OOC: I added things.. did I hit the cultist too?, also the con save spore reaction would have been used on the cultist if the dog was already dead)
(@Xtra: Is the dragon-snake creature the lone enemy?)
(@Mucor: Zin didn't get hit since he took Dodge. All the attacks missed. Not sure what Xtra will do, but I thought I would let you know)
(The injured death dog by Zinmaer is still up.)
I used the bonus action to heal him a bit because he got burned like I did (right?) and since he was running to the front lines thought it might help.
