Scupper, the man is sitting with four others, playing cards. As you approach, they don't even look up to acknowledge you. When you say hi, the man that Dekhan saw arrive looks at you. You need something, friend? His tone is not friendly.
Well hello to all of you, then. Hard te tell in the dark there was 5 of ye. Bit like a drow convention over here. Jest wondering if you lot could settle a wee wager. If a man enters a dark bar on a dark night in a dark cloak and heads to a dark corner to meet shadowed figures...is he a metaphor or jest light sensitive?
Nowsays Dekhan as he walks up beside scupperThere’s no need to be rude, my friend and I are just making small talk. There’s an ill breath on the wind recently, men burned to death in the street, bandits and worse working brazenly among us. We’re trying to get to the bottom of it, you see, and you lot look like you might know something of interest, clandestine as you are. Why don’t you help us out by answering a few questions?
Puffing on his pipe, Varinth wishes that his comfy chair... pivoted. And that he had a large white cat. He takes a sip of his expensive wine and looks deep into the fire, getting lost in it's flickering. The boys will call if they get into trouble, he muses.
Nothing to do with us, the man replies. And I said to piss off. So piss off.
One of the servers comes over: Excuse me, is there anything I can do to help? Can I get you...
The man interrupts. Nothing. These folks were about to leave us to our game. He sits down and glares at Scupper.
Varinth, the fire is utterly captivating, and you feel yourself getting used to the strange taste in your mouth and relaxing properly for the first time in a while. The wine is pleasant but you do not feel yourself getting drunk, at least not yet.
Strix, having spent an inordinate amount of time examining the shops window display, eventually noticed that Varinth was no longer in the shop behind that display and returned to the inn. Seeing the crew are once again making new friends, a skill he has long envied in them, he steels his resolve and girds his loins, dragging a chair noisily over to the cloaked men's table. He grins as he plonks himself down, muttering "not rude, just quiet. Nice meet. Like table. Dark corner." Then he just moons, enjoying the play of shadows across his skin and the faces of these no doubt soon to be best friends.
Incantis timidly approaches the dragonborn. "Afternoon, ma'am."He begins to peruse the wares behind glass. "Anything special back there?"he gestures to the back room.
Incantis will head back to the Blushing Mermaid whenever you're ready; I realize I'm late on the draw here.

To the server...
I tink we needs a bit more ale and wine here. He’s jest being coy about who’s paying. No problem. That’s me wit the gold, jest like.
He tosses a gold coin at the server and waits for him to leave.
Now as a means o’ introduction, me name is Scupper, recently o’ the Sea Witch...more recently still o’ having laid waste te the Black Spider, found the Lost Mine o’ Phandelver and killed a Wizard o’ Thay, and more recently yet o’ slaying a band o’ unfriendly brigands and ’tieves jest outside o’ town who was not te me likin’.
Now we’s all friendly like and paying fer this round and yer being rude wit me. That’s also not te me likin’. So perhaps yer twitchy man lickin’ his lips’ll calm his’self as he partakes o’ the ale te be arriving and ye can start over in a more friendly tone and we’ll all be best mates in no time.
Everything here is special, in its own way, the dragonborn replies with a smile. This place lies within the heart of the arcane, young man. Powerful magical forces are in conjunction, and infuse our wares with properties beyond your imagining. She waves her hand rather theatrically as she says this, almost caressing the arcane leylines that supposed pass through the air. Tell me, my friend, what need have you today?
Scupper, the man seems to have second thoughts - it's possibly the mention of the Sea Witch, possibly the arrival of Strix suggesting that you are not as comprehensively outnumbered as he thought. He glances around and seems to think for a minute.
(About this time, Incantis also returns to the Blushing Mermaid, stepping quietly through the door)
You with the Watch, then? You think we know anything about these burnings? He scowls. We don't. Do we? He asks the others, and gets four shaking heads in response. We just like peace and quiet to enjoy our game. Why? You looking to join and lose some money?
The server comes over extremely fast with the ale and hands it round to the five men, Strix, Scupper and Dekhan (Incantis and Varinth are in a different part of the room).
Scupper will pull up a chair and take some coins out of his purse.
See that? I'd love te join yer wee game. Tanks fer the offer. Now we're all friendsies again...and Dekhan here? When he's not choppin' heads of orc raiders and convertin' the survivors te the light, he's out gamblin' in the shadows with the likes o' me. Jest don't get 'im talkin' about that blasted light o' the soul. Talk yer ear off 'e will. So what's the game then?
Scupper will happily gamble and drink without another question about gangs or crime or anything else save bets and drinks. He'll keep the drinking light just in case they wanna push him again but he figures he's just going to be an intrusive drinkin buddy tonight and a friendly ear.
Dekhan, Scupper (and Strix?) sit down to join the unhappy-looking men, and a game of cards begins. (Varinth and Incantis, let me know if you join.)
The ante is five silver, and you could potentially lose up to three gold on a single round.
To determine the outcome of the first round, roll a d20. If you are proficient in cards, add your proficiency modifier.
At the same time, you can attempt to use Persuasion, Deception or intimidation to extract useful information from the other players, about themselves, about what's going in the city, or what they know about any specific matters you have in mind. Roll individually assuming that you have advantage (so I have both rolls) and describe how you will persuade, deceive or intimidate - I will determine if you did in fact have advantage or disadvantage.

Dekhan puts his five silver in the pot. Card roll 8So, I see by your cloak that you’ve been doing some traveling, my friends and I just got to town ourselves. It’s been a long road as Scupper here said, bandits, evil wizards, a nest of drow, he laughs listed out it does sound impressive, epic even. I assure you, though, while living through it it was a bit more harsh and a lot less romantic than the stories you read in books. Or the ones I read, anyway. Where have you been traveling, neighbor? persuasion8

Cards is it, then? We use dice on the water more. A holdover from whaling I suppose. That and cards get wet. Good year for ye, lads? Ah Dek...humble as always. Ye shoulda seen the size o' this orc chieftan 'e killed in single combat. Nearly cleaved the bastard in 'twain. The whole tribe was ready te follow 'im anywhere...
Persuasion is like I said, just to get em to loosen up, have a few extra drinks and be friendly. As a bonus action, I'd like to use my overall lack of noseyness, to give help to one of Dekhans rolls.
Varinth will look over to the card table and if he catches one of his companions eyes will raise his pewter goblet and say Wot Wot! thinking it appropriate.
He will then get back to the serious business of brooding... or ruminating. Whatever it is that one does in front of a fireplace.

There really isn't anything remarkable about him, I'm afraid.
