There's no immediate reaction, other than that he looks desperately sincere and trying hard not to die. You notice that he mainly focuses on Dekhan as a way to avoid looking at Scupper.
Incantis speaks up toward his teammates. "It seems to me we've gotten all we can from him, the next lead and then some. Dekhan, I don't know if he's appeased your expectations, and I've no qualms with ending lives, but cold-blooded execution does grate at me. I say we escort him to a ship out of Waterdeep on our way to the dock base, and move forward with investigating."
He checks in with Zhudala for any updates on the other Forsaken.

Dekhan looks at Roc and pulls Talon from it’s sheath, he holds the blade at arms length for a moment then reverses his grip and rests the point on the floor, his hand on the cross guard. Place your hand upon the sword. I’ll not ask you to swear by any god, but by the Light; the Light within you and without, to do as you have said, to harm no person lest they intend you harm and to take only from those who take from others. Do this and we will be bound to our oaths and to eachother and you will be set free.

Dekhan, you feel a strange sensation, a warm breath on the back of your neck, then almost it feels as though fingers have brushed your hair. A whispered voice that you alone hear: Know that the light shines upon you, even in the darkest of places. Know that it shines through you, even into the darkest of souls. And then there's a flash of green light from your sword; it fills the room and then seems to suck into Rok's body and cause terrible convulsions; his face distorts with pain and fear. And then he falls down to the ground, gasping for air. You feel your spell of truth fade, overwhelmed by the powerful magic that has just burst into this room, magic that you do not fully understand. Rok stares up at you, speechless, seemingly unharmed, but in shock.
That, my lad, is what you'd call a magical contract. Signed and sealed. Don't be breaking that.
He walks away laughing,
Ye definitely dinot want te be breakin that.
He'll step to the deck and keep an eye out. They're going to have let him go somewhere and he'd prefer it not be too obvious. He looks about for a long boat or a skiff that might be tied to their 'ship'.
We could have him leave by way o the harbor...out and along the coast.
Dekhan stands for a moment in awe-filled silence. He closes his eyes and looks within himself. I will do my best to carry the Light so that it may shine where it is needed. Dekhan sheathes his sword and looks at Roc. You have made a momentous decision today, Roc, you walk in the Light now. When you are in danger it will be your shield so you my shield those who cannot protect themselves, when you fear it will be your courage so that you may hearten those around you, and when you cannot find the way it will guide you so that you in turn may be a guide to the lost.
Incantis stares in disbelief at the presumed implication of the swimming question. "It was just one thought...Frankly I trust the sanctity of the vow we just witnessed, 'tis not something oft beheld. Shall we not move on to the Forsaken yet to be dealt with or redeemed?"

Rok mentioned two locations for hideouts. One was in the north part of the city, the Sea Ward; it's the one that Zhudala already scouted out. The other is nearby in the docks ward; I don't think Rok gave you exact directions, but he's still there and will give them to you if you ask.
Please let me know which one you are going to visit, and confirm this course of action (i.e. "We all leave the floating platform and set off towards the hideout.")

Scupper, there isn't a skiff tied to your vessel, no. There are plenty about the harbour - many for rent or sale.
