Sorry, I just saw this was rolled with advantage. And checks to untie the bags do not have advantage.

Can someone tell me what both rolls were, in the order they were rolled?

 First roll was a 13, second roll was a 16. So without advantage it's a 14.

Okay so since one roll was a fail and one was a success, we will use one for last turn, and one roll for 1 of 2 sleight of hand checks whisper gets this turn. So if Whisper rolls sleight of hand DC 16, she unlocks the puzzle. We are using one previos roll, meaning she only has one more sleight of hand check for this round.

Whisper Sleight of Hand Check #2 18

Whisper cannot untie the bag. Next round of initiative:

Toxic has an action, 3rd of 4 turns to pull the lever.

Whisper gets 2 more sleight of hand checks DC 16 - 2/3 bags untied.

Anastasia has an action, if helping DC 13 Performance check. 3rd of 4 turns to pull the lever.

Seth roll an Investigation check. If Anastasia helps and rolls a performance check of 13, you have advantage. 3/15 pieces of the puzzle in a correct place.

Performance: 20

Toxic will ready to Help Whisper should she finally get the puzzle unlocked. Hurry up, you and do this...

Seth looked over at Anastasia who again was making no sense at all. He went back to the puzzle, continuing to work on it. At this rate, he will have a good headstart on Whisper since she can't seem to get the last bag open. Come on, he has to keep going while he has this lead!

I'm seeing Seth's roll as a 13. How puzzles work, there are certain blocks that yield certain amount of pieces. This isn't the exact amount, but imagine 1-5 is 0 pieces. 6-10 is 1, etc. Like I said, those aren't the exact numbers however.

Anastasia is glad that Seth is able to get the job done despite her not being much of a help. Once again, she tries to assist him by pointing things out.

Hmmmm. I'm on mobile, so I actually cannot see the result and modifier. Seth, can you edit your post and see if it changes? Whatever number is shown after editing is the result we will use.

13 it is then. So we will continue as previously stated.

Seth looks over, shaking his head as Anastasia was not making any sense as usual. He pressed on with the puzzle, a third of the way there already and Whisper hasn't even got her last bag untied yet. He can surely beat her if Toxic doesn't decide to pull the lever.

Toxic will look at all his teammates, look at Whisper failing, look at Anastasia not even blinking, and will pull the lever. 

Sorry, I have failed you. At least this way we still can get food.

Anastasia lets out a still silent cry of joy and wraps Seth and Khan in a triumphant hug. Even in the field of silence, it's easy to read her lips and tell that she's mouthing "We did it!"
