She would occassionally go to the jail, not inside because she's not stupid, but nearby and within range of her abilities. She would send messages to Spy that only she could hear and respond to, checking on her status. Hopefully managing to have some conversation. She would try to keep track of when they moved Spy, if they did.
Most likely she did spend a majority of her time with Ilia where possible, probably even participating in some minor heroics.. claiming it simply as "something to do".
For a few weeks she did disappear, telling Ilia or anyone else present at the time that she had work to do. Was it crime? Something else? Who's to say. Her return will coincide with the end of the downtime period.

Ilia hung out with Whispers quite a bit, speckled throughout the downtime, mostly going to cheaper places, since she doesn't really have the money to afford anything bigger(1 workweek/5 days of lower class carousing, cost 10 gp, will roll later)
She spends the majority of her time working at her job working at a tech company(10 workweeks/50 days of work, will roll later, using arcana as a technology roll, if ZulkRS is fine with that), and on her days off she helps around at the church(4 workweeks/20 days of religious service, will roll later).
If the need arises, she will spend time doing hero work as well, probably during her service days, if she notices something while going along.
(@ZulkRS something I was wondering about is how heroing works in this world. Is it all freelance, or is there some sort of hero orginization, with wages and ranks, like in One Punch Man? Sorry if this has already been discussed, it may have just slipped my mind.

@Arcon: Arcana does double as technology but some specific skills like re-wiring stuff or technical mods may require tools. Also, in this world heroing doesn't pay bills. It's not like OPM with organizations or wages. It's more like DC/Marvel where heroes don't usually get paid unless some super secret government organization or big corporation hires them temporarily.
What kind of work does Illia do in the tech company?
Not much happened with Jerome Jones during the months between episodes. He continued to walk his beat, content with his present position. On a few occasions, he felt Creature's involvement thwarting crime was warranted. Jerome doesn't look for opportunities to hero, and he doesn't go out much when he's off the clock, so things have been mostly quiet. But he has been a little freer with the costume since Spy's arrest.
Having renewed the contact, Jerome and Bo-Po have been more aware of each other when Jerome is walking the street near Bo-Po's bar. They don't speak, but they might hold each other's gaze for half a second ... if no one else is around. Not having contact with the others in so long, Jerome is wondering if his arresting Spy has once again left a sour taste in the team's mouth. But he's afraid to find out.
Around the precinct, Creature's name has been bandied about due to his involvement in the arrest of Spy. He is in no way elevated or idolized, but the arrest made him more well known among this particular law enforcement group.
Downtime activities applied and resolved. Moving forward now.
It is mid-day. Arcon was told of an influx of homeless people in Hive Street. She went to provide food and clothes on behalf of the church (Taken as the last part of Practicing Religion during downtime). Hive Street was once a very active location nearer to the city limits. However, now it stands on the complete edge since everything that once stood between it and the original edge of the city was destroyed during the Event. A makeshift wall separates the populated section of the city from the ruins. Among many run down and dilapidated buildings, stands the Johns Hospital. Johns Hospital was hit during The Event. It still stands but is now abandoned. Upon reaching Hive Street, she detects a faint bad smell. Where is that coming from? No matter where she goes in Hive Street, the smell persists.
Meanwhile Creature or rather Jerome gets a call on the Police non-emergency line complaining about noise, The complaint is coming from Hive Street. The address of the caller is: 17-16 Hive Street Block B.
Finally Whispers just got done finishing one of her jobs. She picked up a newspaper and among other things there was a small article which had been deemed unimportant and buried among other larger more interesting articles. This small article talks about a smell that's been in Hive Street for a couple days. The writer believes it to be a gas leak and urges people to bring the matter to the attention of people in power.
Whispers flicks through the paper as she starts to settle down at home. This home is not a location she's shared with anyone, not even Ilia so far. It's a small space, little more than a studio apartment. She's taking out a set of contacts when the story on Hive Street floats to the top of her mind. She knows the area somewhat; good places to hide out.
She pulls a series of bobby pins from her hair, running fingers through it to shake it out as she walks to a drawer with a small collection of cell phones (which I'm assuming are still a thing heh). She selects one from the pile, flips it open and hits the only number on speed dial; Ilia's.
Whether she gets Ilia directly or voicemail she's pretty much say the same thing, "Hey so what ya doing? Anything fun?"
Whisper frowns a bit, casting eyes to the paper, "Huh, I was just reading about that in the paper. Does it smell like gas? That's what the paper claims."
She pulls on her black boots while pinning the phone between shoulder and ear.

There are no noises now Jones doesn't need to knock and simply enters because the address is an apartment complex. He finds his way to the caller's apartment knocks. The door is opened by a blond woman in her mid 40s. She asks, "You here about the noise?"
"Well for the past few days the group of hobos in the Johns Hospital have been making a racket all the time. I have trouble sleeping at night. Can you go down there and tell them to keep it down?"
