It's been a while since the hospital blew up. People wish it was quiet since then but it really hasn't A number of things have happened in the social climate of Hylon. The first of which was a doubt that had started growing in the hearts of people. People have been worried about the attitude shown by so called Heroes like the late Speed Blitz. Their concerns however, were quickly put to rest by Emblem, who had been gaining popularity and fame slowly but steadily ever since The Event. However, his rate of popularity gain so a substantial boost in the past half- year; ever since he recruited Clover and DDoS to his cause. in the days that followed the incident at Johns Hospital, which has now come to be known as "The Hive Street Collapse", Emblem appeared at the TV station and called a press conference. In the conference which was broadcast on every news channel, Emblem delivered his speech addressing the issue.
"Gentlemen, today I come in front of you with a heavy heart. As you all know, a few days ago, a tragedy which ultimately resulted in millions of currency in property damage as well as the shrinking of the boundaries what remains of civilized Hylon and of course, the loss of near 70 lives and many more crippled for life. As one a Hero and a public figure of the city, I feel responsible for the actions of my fellow heroes. No calling, Speed Blitz a Hero, is an injustice to true Heroes out there. Regardless, he used the name of a Hero while he committed the heinous crime we now know of as "The Hive Street Collapse". It is for this reason, I feel that I must speak out and protect the good name of Heroes who risk everything to protect the city and do what is right. People look up to me, they look up to all who bear the moniker of Hero. When they cast their eyes on us, they see something more than a normal person; they see a beacon of hope, a paragon of justice and a savior of the people. Lawman and Jury... were two of the best examples of this ideal. They were the ideal Hero. As the last survivor of the three strongest Heroes of Hylon I feel that it is my duty to follow in their footsteps and see us through this dark time. I feel that whenever someone abuses the title of Hero, I have failed in my responsibility. I promise you, on behalf of all true heroes, we will uphold this image and we will not let you down. We shall fight against Villainy, no matter by which name it goes by. You can count on me. You can count on all of us. I will no longer let Villainy be done under the name of Heroism. Have faith in the Heroes of Hylon. We shall rise together and root out villainy. And I, Emblem, will guide us through this dark time left in the wake of the Event. Have faith in our Heroes. We will root out Villainy, We will restore the planet to it's former glory and we will find the light at the end of the tunnel. Rest assured, this dark times will end and a new age of peace and justice will follow. That is all."
While Emblem's hero speech was effective at warding away doubt, words alone can only do so little. At the end of the day, the truth remains that the boundary of civilization has shrunk yet again. Hive Street, now almost abandoned, has been walled off and declared to be outside the city limits. Things inside the walls of civilization was getting worse as well. Enforcer was standing right at the center of the explosion. His injuries were severe and great. He has survived but not by much. He is now in a hospital, out of commission for the foreseeable future. With the only high-tier hero the police had being left bedridden, the effectiveness of the force took a nose dive. They were now completely unequipped to handle any sort of Super Powered criminal, relying solely on whatever Hero happened to be nearby at the time. Because of this, the crime rate increased significantly. What made things worse is that a huge supply of firearms were entered into the black market. This caused the number of violent crime to increase far quicker than it normally should.
While all this was going on, what were your characters up to (Down time: 75 Days)
Before it was time to leave the hospital with Ilia, Whispers would get Sam's number so they could hang out at some point. In her words, Sam "seemed neat".
She would have then spent probably a least the next several days with Ilia, making sure she was ok and generally just trying to keep her spirits up. Eventually she'd have to leave, saying she had "work to do". From Ilia's perspective, Whispers would be out of touch for 8-10 hours a day at different times for the next couple months in fact. She'd always pop back up to hang out though.
Whispers hasn't gone out on her own to be all heroic or anything either, but if Archon goes out eventually she's there to back her up.
At some point during down time she'd call up Sam to see what she's up to.
(I'm lazy and don't have much time so I'm not gonna write a narrative for Ilia's downtime.)

Sam got stitched up and was back on the streets. The increase in crime put a cramp in her style, and she's started staying in more; less investigation.
I didn't say anything about this before, but she must have a job of some sort. Let's say she's a waitress at a steak house — nothing too fancy, but better tips than working at a pizza place. She can turn on the charm when she wants to.
When Whispers calls her, she's very surprised, but not put off — just cautious. She'd be open to clubbing or a late night waffle. She's only 17, but she knows how to get some drinks when she wants them. Not that she ever gets drunk; she knows better than to let anything dull her senses.
Mostly, she's upped her training. If crime's on the rise, she's got to step up her game to stay safe. If she's ever going to find out what happened to her parents, she's got to be ready for anything.
OOC: I've never done any of this downtime stuff in a campaign before, so I'm completely clueless. Teach me!
