If we want to talk to the guy, there’s a couple of ways to go. We could all walk up to him and just try talking. But as shifty as he looks, he might try to run.
We could try to put him to sleep, assuming you still have that spell Grom?
Or we could surround him to block his escape routes and then talk to him. That would take a little more work , but is doable:
Talien you go up the street towards the corner, outside the flower shop. Don’t even glance his way as you pass. You might be a weird enough sight to act as even more of a distraction. Once you get to the far corner, act like your watching the show, but stay ready in case he bolts up the street.
As he makes his way up the street, Grom and Rees, you guys go into the bakery like you’re customers. Once you are inside , go straight through and find the back or side door. Walk in all officious, like you belong there and you’re doing what has to be done - “official security business” or something like that. Just go straight through and don’t give them a chance to ask questions. Hopefully that will put you behind him if he tries to go that way.
Once You guys enter the bakery, Arxius and I will directly approach and ask him what his interest in Shake is. We can converge in a nice pincer maneuver.

That's kind of vague, so I'll just give you advantage on perception and investigation checks as they apply to navigating or searching around the city :) ..speed part is obv you guys are faster getting places.

It's a typical flower shop, but features local flora - there are some beautiful red flowers only found in the mountains here.
If anyone is still watching the cloaked man.. as Talien moves closer he slips back a bit deeper into shadow.
If he's just pressing back, but we can still see him (he's not turning to leave or pulling so far back that we lose sight) then Alten would give the bakery team a chance to get into position before starting west across the street to come up on the alley from the south side.
If he looks like he's actually withdrawing and we lose sight of him, then Alten will head diagonally across to head down the alley.

If she can without being too obvious about it, she'll change her appearance to look like a female dwarf (Her clothes don't change size, but she's already pretty short and they're baggy so they should still fit with the added stoutness) and go into the bakery. Trying to do what Alten said, she'll just keep her head up, shoulders square and go through the shop looking for a back or side entrance to the alley.
