There is a meeting at Corvallis were The Bearkiller leadership, Lady Juniper, Abbot Dmwoski (Mount Angel) and Mayor Pershing of Yachats try to convince the Faculty Senate of the town to drop their neutrality and join the others to face the increasing threat of the PPA. You are along as security and gophers while she (The Mayor) is in town. As with all diplomatic conferences it is mind numbingly boring so you are released to your own devices while the talking is happening. She just wants you back by 5 PM each day.
Taking his role seriously, Thomas spends at least a few hours of the free time, each day, scanning the area with frequent Arcane Eye and clairvoyance castings, unwilling to get caught unawares as has happened in the past. Gamliel does his best to keep in the air regularly, watching for more air-bourne foes. He will also plant some silent (telepathic) Alarms around all the sides of the conference hall, set to trigger if anyone is sneaking around (acting sneaky) or a sudden large force tries to enter. If they trigger, he will cast a Clairvoyance and check out the cause. He will keep a Phantom Steed active, in case he needs to rush to the defense of the conference. He normally only wears his TAC suit during the day.

Sarah will support Thomas' efforts in monitoring the town with Hedwig and Arcane Eye searches. She will also personally keep an eye out for anything worrisome. Primarily, though, she will do a little rumor mongering as herself and under Alter Self. She will frequent various taverns, restaurants and gathering places to subtly reinforce the idea the PPA is untrustworthy and prone to breaking any agreement they make. Not good for business at all. She will bring up how they broke the truce as an example.

Make your DM’s fights look like garbage. It’s also a nice way of TPK your entire party and have them triggered at you for the rest of the week.

She has an extensive retinue of guards, ladies-in-waiting, maids, pages, footmen etc and is housed at the Protectorate embassy. All indications are that they are here to talk, any direct action is likely to be counterproductive.
Lady Juniper has her son Rudy and Matilda with her. She has agreed to let Lady Sandra spend some time with Matilda (properly supervised).

I think you're getting confused because in addition to being able to make spells permanent, you can also make spell scrolls. The spell scrolls are one use only, just like core rules.
Can i instead have another permanent spell scroll instead of Goodberries?

Barkskin is useful if you're not going to wear armour. But it is a concentration spell. So is Pass Without Trace so you can't have them both running at the same time.
Sullivan will make sure everything is in check within the town, and Kornias (his elk) will patrol the wilderness around and alert him to anything unusual or dangerous.
You stay out of trouble in town (boring) while the negations drag on. There is hubbub at the gates. The Dunedain Rangers ride into town, Astrid in the lead. The have a prisoner, SIr Barisan, a knight of the PPA. The Rangers caught him leading troops into MacKenzie territory to raid outlying dunns (farms). It is their intention to bring him before the Corvallis Senate as proof of PPA treachery.

"That would be a significant hit to the PPA's reputation. Who wants to bet they won't try to bust him out?" Sarah says. "Can we set a watch around the knight and the rest of the area. I can stay in the prison area under invisibility. It would be good to have a buddy with me, though. Is there anyone else they might want to hit?"
“I’ll join you. We have to consider this as another possible move of PPA. What can 5hey possibly gain from this? I agree, they probably will say that he acted on his own accord and is not to be considered a part of PPA amd so on. But what’s the rick here?”
“Hmmm, you’re right. The PPA would deny any traces and records of him working with them. Real traitors to their own kind from what you guys are suggesting,“ mutters Blaize to himself. “but to think they would risk their cowardly lives to rescue a prisoner? Looking at their actions, that’s unheard of. 5 years i have gone just to find out Christianity is still like the Middle Ages, burning witches and executing heretics.”

"Maybe they won't. It could be they'll go with the denial ploy and try to make us all look as if we're troublemakers or even trying to set them up. We can't do much about that other than trust the Mayor and the others know what they're doing. We can, however, stake this guy out just in case. Maybe any other high value target too, in case they try other forms of sabotage," Sarah suggests.

I think you're getting confused because in addition to being able to make spells permanent, you can also make spell scrolls. The spell scrolls are one use only, just like core rules.
OCC Perhaps it would be easier to list the spells that can be made permanent.
Panic is a mechanism that strengthens the gene pool.
