It's not going to work. You can make a spell permanent but Flame arrow is cast on the ammunition not the weapon

Thomas will learn and teach any and all of his spells. He has the Ritual Magic feat, so he casts ritual spells (which is all them in this game) as a 6th level caster. Unlike research, copying spells is relatively quick, so Sarah can learn any of the ones I have listed in Thomas' Notes section.
As far as magical items, Thomas will have the Bolt Case enchanted with Fire Arrow, and his tactical armor enchanted with Fly.

Also, did Thomas want to learn Mirror Image? Sarah wouldn't mind learning Magic Circle, especially if she can't make a flying broomstick.
I’ve thought about this and Fly is a good example. Fly must be cast on a creature but it could still be made permanent. It is however still a concentration spell so you can’t Fly while casting another concentration spell but once that is finished you can Fly again as an action.
