"Break up those chains! Do not let them bind the ship!" Effort yells as she takes aim at the hooks, throwing up a hand and trying to use the force of her eldritch blasts to knock them away. To Cadmael, she thinks, Find the source!
(Effort's going to blast at a chain. Depending on the result (if she hits it at all), she'll either keep blasting the same chain or switch to another to force it to a different, less damaging trajectory from the ship.)
As Effort dives for what cover she can find on the deck (even just pressing her back against a wall is good enough), Cadmael soars low to the water near where the chains erupted from, searching.
Are you aiming for the chains to damage and potentially break them, or more toward the hooks to try and alter their trajectory? Also, which ones? Let's just call them front, middle, and back. :)
Cadmael quickly picks up and drops over the side of the ship, cruising along the surface of the water and looking for the origin of the hooks. The lights have vanished at this point, and the water is nearly black. It's too dark to see, even for me, Cadmael seems frustrated. I can only see where the chains have left the water, but no deeper.
Effort focuses as the chains fall. Firing two successive blasts at the middle hook's chain, she connects with both. The first severs half of a chain link with the second following closely behind, completely cutting the chain in two. The hook sails downward, crashing against the railing but then falling harmlessly into the water below.
The front and back hooks also crash into the railing, but are pulled taut and grab onto the wood as their chains stretch across the deck. Almost immediately, they begin to pull the side of the boat upward as the entire vessel jerks to the side.
Brask, you're still down in the hold, but you can hear the commotion from up above and feel the boat shift harshly as the floor below you starts to tilt.
Brask will run up, to see what he can see. He has 30 feet of movement - will that get him into a place where he can see Effort trying to break the chains?
"Do you know what might be causing this?" Kurama called out to the Captain as he moved towards the closest hook to him and attempted to shatter its connection to the ship before it could capsize the ship or worst.
Lazar, while clearly concerned, is also remaining impressively composed. "Some greedy bastards, that's what." He turns to the crew and starts barking out orders. "You two, load those ballistas! You, check the hull!"
Kurama, you strike the chain once, realizing immediately that it's more well made than you had hoped. You barely take a chip out of the link. Your second strike connects with a bit more focus, but it still isn't enough to sever the chain. (LMK if you're at the front or back chain)
The crew races around carrying out Lazar's orders. A few men rush downstairs, a few begin to man and prepare the ballistas, and the first mate attends to the ship's wheel, attempting to turn away from the direction of the hooks' force.
Pip, who was also late to the party, emerges onto the deck and looks around. He rushes over to Brask (will give you help action next turn).
"Be more specific!" Effort hisses at Lazar while she manoeuvres herself into a position to see the front chain. She tries to help Kurama break that one too, with two more blasts to the chain links where Kurama had begun to chip away at them.

Cadmael continues to search, this time tracking alongside the hull of the ship on the side where the chains shot out of the water. Perception: 17

Effort's blasts seem to be doing the trick, again combining to break both sides of a link in the chain. The now hook-less chain snaps back quickly, and the front of the boat jerks back as the entire vessel starts to turn slightly.
The railing of the boat creaks as the back hook continues to pull. The back of the boat lifts up, but with only one hook the entire thing starts to spin rather than tip over. Lazar still seems displeased. "Break that ******* chain, and get ready for a fight."

Brask is up, followed by Kurama. Brask, if you're going to release that anchor give me a strength check with advantage (Pip's help).
Well, it's up to you. You can strike the chain with an attack, or you can try to break it with your own brute strength. Both are valid approaches, but function a little differently.
Brask's enormous biceps tense as he pulls the chain in two different directions. Unfortunately Pip isn't particularly helpful in this endeavor, and just before the chain is seemingly about to snap, the burning in the minotaur's arms becomes too much.
Kurama, you're up. The boat is being spun by the last remaining hook, but it seems to be slowing now as the back of the boat seemingly reaches the point of origin of this particular chain.
