Initiative order:
A: Blue Dragon B: Jalt, Soar, Breena and Elspeth (in any order) C: Guards
The dragon turns sharply and swoops again over the keep. Much lower than before; you look up and where it was hard to see before in the relatively low light of nighttime, now the dragon cannot be more than twenty or thirty feet above the parapet. You all duck back behind the wall, and the dragon veers sharply to one side. You hear a roar of breath as the dragon exhales; you cannot see it, but you feel and hear the wave of electricity that passes over another area of the wall, the screams of those guards caught in the blast. You have no time to survey the damage before the governor shouts again: Stand and loose.
The dragon is about thirty feet from you, flying away.
Soar looks up and grimaces at the screams of the guards. "Gods that's big! Well, let's see what you think of a javelin in your belly," she says, grabbing a javelin from her pack, hoisting it, and hurling it at the massive body of the murderous beast.
Attack: 13 Damage: 4
With her movement, she will try to shield the wounded Governor Nighthill.
Hearing the order to loose Breena grabs her bow and stands with the others, firing a bit later but trying anyway.

Better prepared for the second attack, she fires with the other archers at the second command. "Never had target practice with a target quite so big before! Gotta be honest, I'm not sure if that's better or worse..."

A stone, an arrow and a javelin fly out from the parapet, and all fall short. The dragon is fast, the night is dark, and you get the sense that arrows of the guards are also failing to find their mark or, where they hit, they do not pierce the dragon's hide and do any kind of damage.
Jalt, your hands glow with holy fire, and a similar glow appears - very slightly - on the dragon's body. It reacts; roaring with anger, and the fire, though it glows fiercely, glow briefly and is gone.
As you all stood to fire, you couldn't help but notice that down towards the far end of this section of the wall, there are 3 dead bodies; guards who were hit, and instantly killed, by the dragon's lightning breath; flashes of electricity and sparks still scatter across the bodies and the nearby walls, and you think another 3 guards are wounded.
The dragon wheels round again, intent it seems on making another attack. Soar, as you attempt to shield the governor with your body, he grabs you and forces you down to the ground behind the parapet wall. Foolishness! Duck, and let the wall shield us both. Do you not understand? It is certain death if the creature's breath touches you. Look, here it comes again. Hold your fire and take no foolish risks! That's an order! He ducks down behind the wall as the dragon turns and begins to head back towards you; at the moment, it is around seventy feet from you but does not appear to be headed directly towards you. You see the other guards also ducking, following their commander's orders, focusing on protecting themselves.

Soar ducks down, following Governor Nighthill's lead, getting cover against the wall. She does pull out another javelin, however. She keeps her head down, waiting for the dragon to pass over again and expend its terrible breath again. She'll pop back up after it passes over, however. If she sees the dragon get within javelin range again (30 feet), she'll throw it as crosses her airspace. [Soar is remaining in cover, holding her attack action until the dragon passes overhead within 30 feet, attacking with javelin if it does so, hopefully after breath weapon.]

One of the benefits of being so small is that it's easy to duck for cover. The downside, of course, is a lack of power. "I hate to break it to you....but we might need a new strategy!"Once the dragon has passed and the rest of the archers knock their arrows, Breena will do the same and fire at the dragon.

Elspeth gasps as the dragon swings back again. Once the dragon passes over the group, she pokes her head out just enough for her to see the current whereabouts of the dragon is, and shoots another stone at it as it flies away, then ducking back behind the parapets.
"I know we shouldn't just shoot wildly, but how else can we try to fight a dragon?" She asks Breena, voice tight with anxiety.
The dragon swoops down again, and once again, claims the lives of 4 raiders and injures 2 more. You see the wounded and dead being carried down the parapet rapidly, once the dragon is gone.
Soar, yet another javelin goes wide and lands on the dirt below the keep. Breena, your rock follows suit. However, once again Jalt's Sacred Flame finds its target, and this time it is joined by Elspeth's arrow which sticks into a wing; you see the dragon's wing tremble and beat slightly out of sync with the other; slowly, you are doing damage.

The creature is turning more slowly than before. You have a little time to reorient yourself or discuss tactics if you wish. More guards rush up the stairs to replace their fallen comrades. The governor risks standing up. It will be back before long. I think we might drive it away with a few more good hits.
Soar asks the governor, "Where do you keep your javelins? Or do you have an extra longbow and arrows I could use? I'm running out of javelins, and there's a lot more dragon left. Also, has the dragon attacked like this before, with this much focus, or is this new?"
She hefts her remaining two javelins and says another quick prayer to Kelemvor to lend her strength to save more guards from lightning.
Down below, but no time to fetch them now, the governor says. It returns. You all duck down as the dragon swoops towards you, releasing its lightning breath. Jalt, you see the guard next to you rise a little too early to shoot, and she is engulfed by electrical energy that burns the life from her in an instant. The body falls, still twitching and sparking, to the ground, and another 3 guards lie dead.
