Brand will run and leap off river bank (trying to match speed with Rawl, so maybe walk-and-leap, not sure), targeting a point ahead of Rawl initially. When he crosses the 60' line (ie. he can't see shore any more), swap stones, and try to match speed with Rawl, but remain behind him and upriver (not between him and the shore!).
IF the guard on the shore is far enough away, then Brand might consider just start with the stones swapped, and target a place a little nearer Rawl, so as to arrive behind him. But he doesn't want to be seen by Rawl, so this is unlikely to be a good plan.
In this setup, he will have the Uplifting stone in his left glove, and, if possible, the other two in his right glove (taking a round or two to swap, I assume). If he can't do that, he would take off his right glove, and put them both in his pocket, with his hand to enable swapping.
Does this sound like a plausible plan? ]]

Several hundred yards downriver to the right of the direction of flow is the Royal Palace, lit up by a variety of different light types. Closer, on the left-hand side of the river, Brand can see the lights of the Temple Ward on its small rise. Appearing from behind the Temple Ward and crossing to the palace is the Palace Bridge, lit by its own row of eternal torches.
Brand can see no boats in the water close to them, the weather having apparently driven all water-based traffic off the river for the night.
Several hundred feet behind, back in the direction they have come, Brand can see the lone streetlight under which the fight he instigated took place. The guards who were involved in the fight are busy moving around picking up the fallen spoils of Rawl's failed robbery.
Brand now has to slow down so as to come to a stop above where Rawl is in the water. There is nothing else within 60'.

Brand attempts to harry Rawl in the water using his Mage Hand, but this is difficult to do because the only thing in the water to act against is the man himself. Rawl goes under and then comes up spluttering and Brand's connection with the Mage Hand is broken. (It can be re-cast from the stone again next round). Rawl is now looking around the area in a frightened manner.

[[No. The stone works by moving things, it has no physicality itself. This may not be the case for higher levels (e.g., the 1st level feature which requires a to-hit because it is targeting vulnerable parts of the body to do its damage), but it is not going to have a to-hit feature as a cantrip.]]

For a melee attack, it would depend on how the attack was done. To drop on Rawl (i.e., entering the water) it would be a normal attack (and most likely a sneak attack because of the darkness). To stay out of the water and attack, there would still be the chance of a sneak attack, but he would get the half-cover again.]]
