Is there space enough to get off an area of affect spell without hitting one of Meepo's companions? The dragon is large enough I would think he could aim it far enough to one side or the other, and still hit the dragon, but not any of his friends. If not, then I'll do something else, but Meepo casts Fireball if he can do so. As the dragon is not taking the hide action, I assume we all know exactly where it is located in the fog, as fog does not keep your location from being known.
He also has his 7 skeletons shoot with their bows, though with disadvantage... 1 ... 10 to hit, doing 6 damage. 2 ... 5 to hit, doing 9 damage. 3 ... 5 to hit, doing 8 damage. 4 ... 7 to hit, doing 7 damage. 5 ... 18 to hit, doing 6 damage. 6 ... 15 to hit, doing 10 damage. 7 ... 11 to hit, doing 10 damage.
Ketch, blinded by fog, has no good options. Still, Mordekai looked in bad shape, last he saw, and after the latest dragon strike… we’ll that thump did not sound good! “Taerter! Now!!” Ketch hollers out in his best booming (and Thaumaturgy enhanced) half Orc voice, screaming out the teams long pre-planned code word for retreat! (Not realizing several are deafened…)
Ketch then does his best to make his way to Mordekai’s last location and get a hand on him. If he’s able to do that, Ketch will then Dimension Door them both to where they first stepped into this watery hole!

Meepo : 3 more saved last round, so you should have 3 more who can fire arrows now...since they can fire from the hallway now, given where the dragon moved to. Yes, you can fireball the dragon!

Arrows whistle into the fog from skeleton archers...to unknown effect. The sound of arrows plinking into dragon scales can be heard, just...not by Meepo.
Ketch rushes into the swirling fog and, partially tripping over the Dias, finds Mordekai prone on the ground. Concentrating for a moment, the two of them vanish from the room and appear back in the hallway where there are a few inches of water and a dry section right before the portal. Ketch can hear the "whoooomp" of a fireball erupting back further in the cave. The sound blends with the rushing of rain from outside...and the violent smashing of large waves against rocks. Even here echoes of the waves come splashing up into the area, full of white foam.

The cursed dragon hid inside the fog again though the exit from the room was free now. Lionel moved back into the laboratory and walked to Meepo. "We need to leave and work some plan, this is pointless right now. Can you move? While your skeletons distract the beast we go." Little kobold was visibly wounded and Lionel would not leave him alone here.
Should Meepo be willing to go (both should be capable to "Misty step" away) - Lionel will do that plus Dash. If Meepo decides to stay, 2nd lvl Cure Wounds on him for 13.
Side note, in case I don't respond in time. If there are still people in melee when they can be seen when the cloud disperses, then Ulthan will continue firing arrows at the dragon. Otherwise he'll run away back to entrance of this place.

Quick question on using a magic item and still casting misty step... Does that work, or is the casting of a spell from a magic item still considered casting the spell yourself? I can search on it myself, just don't have time right here and now to do so.
Meepo is not going to leave his skeletons behind, so would first have them exit the chamber. He would use his own movement to do so as well, hopefully getting himself, and the skeletons past the blindsense of the dragon. Then he would use his action to open his portable hole, having all of his skeletons enter it. (as commanding skeletons is a bonus action, I assume he cannot cast Misty step now regardless.)

Within the fog the creature leaps up and down attempting to crush the skeletons around it.

The waves cresting through the room make it hard, with white waves crashing over head height as a crack of lightning blasts from outside. The group, and the crowd of skeletons, withdraw down the passage to the portal that is still open. Ketch is dragging Mordekai out of the water there.

Chen....smoking....backs away. Both arrows smash into the dragons scales and twirl away harmlessly.
Then the familiar fog comes pouring into the space around the dragon, shrouding him in a thick veil that you can't see through.
Mordekai, the dragons tail comes smashing down on you in the fog.
"DO NOT TOUCH MY BELONGINGS WORM!!" thunders the huge beast.

((I believe past ruling by DM was you are casting the spell via the magic item so the no two spell rules apply as if you would normally casting it.))
