(Just curious if your swarm rules will take into account AoE effects?)
You’re surrounded by these pests, AOE will take out a percentage of the swarm, attacks will take them out one by one. This swarm is considered 10 strong for the sake of numbers. So you’ll be targeting up to 4 for a 5’ area.

Tara unleashes her spell as the sounds of a dragons roar begins to reverberate in off of the locusts around her. The locust begins to shake at the same frequency until it explodes into a splattering of warm goop.
Vax takes aim with his rifle and pierced through one of the locust. As the bright beam of energy pierced through the creature it sails across the membranous field and embeds itself into the ground. A spout of magma streaks out into the sky until the hole cools and closes itself back up.
Lucky begins to swing his blade wildly, slicing through one of the locusts, fortunately his not too wild and doesn’t slice the ground beneath him with his strikes.
Squall erupts a thunder wave with her at the epicenter after the team spread out. Two of the three Locusts get knocked back by the percussion and lie there dead. One is able to avoid the effects of the spell and continues to tear away at her. As her spell echoes out, the ground beneath her moves up and down to match the wave she just emitted. A spout of lava breaks through from the weakened tension five feet away from her. She’s not struck by the actual lava but the searing heat by proximity is enough to do 1 fire damage.

Seemingly ravenous by the smell of blood in the air, the locusts begin to frenzy at the party, you can see far off collections of the swarm moving in. The field before you lies open until you can see sturdy rock ground in the distance one more.
(I’m allow you to still move from last turn)
The swarm that’s closest now strikes out once more in their ravenous rage.

But the group is too quick! Your sudden burst of movement through the field was unexpected and they have to jump after their prey in a chase!
Party’s initiative (I assumed everyone’s AC was above 11, if I’m wrong, you take 1 damage)
Jax will continue to fire rapidly into the swarm as he moves with the group. "It appears reinforcements are arriving" The warforged would say casually as he fires into the cloud of enemies.
Both Jax and Virnen Fire a round off and nail their targets, dropping them like flies to the ground.
Squall and Lucky find that the ground is becoming less stable as the elasticity increases as they reach the midway point of the membranous field.
Tara’s spell finds true as it brings the last meaningful locust to the ground. The final few are becoming too slow to keep up at this point.
As the party does just barely cross the middle of this treacherous field. Each step seems to sink deeper and less stable. Your ankles begin to shake without proper support, but you trudge on. You see another swarm of pests coming towards you in the path leading to the other end. Your speed has been reduced in the spongy rubber band like terrain. (Keeping same initiative - so you go first)
You prepare yourselves to charge through the next wave. (Technically you’ll have two rounds as the other swarm is out of reach, feel free to use one round to try something to expedite your dash or be creative with the circumstances)

Tara's hands twist through the air as Draconic exits her mouth in an unbroken stream for a moment, and three dragons made of blue light form and land on Virnen, Jax, and Lucky (+d4 to attacks and STs for the next minute or until I lose concentration).
Draconic:
"Ourelonastrix, finder of the Prophecy and Sovereign of knowledge, I ask that you grant these three some of your foresight."
When the next swarm comes, she unleashes another dragon's roar

You have the rock formation ahead of you, not super tall but 20-30 feet tall. The ground does transition to stone so you don’t have to climb, but you could if you wanted. The ground is quite like walking in a giant waterbed. If you shoot the ground lava will spurt up, but it will quickly seal itself and cool shortly after. The locusts are jumping in the same membranous type ground. I think what your asking for is if it’s possible to make a bridge? That would take a coordinated shot and some sort of magical effect to the spout to shape it to your needs. And a roll of course.
Jax would race forward towards the approaching swarm while reaching inside his jacket. He would quickly pull out a small metal canister and shake it vigorously before heaving it through the air towards the swarm. As hits the ground, it explodes among the small creatures as Faerie Fire briefly lights up the area. "Target the illuminated creatures." Jax would say as the light on his face pulses red.
Thinking that cooling the ground I front of them might stabilize it some Squall holds her hand out in front of her ”ακτίνα παγετού”The mark on her arm looks like frost forming on sheets of glass as a blue streak lances out toward the ‘ground’ 15 feet ahead. And she continues to run toward the rock. Once the next swarm is in range Squall reaches out once more. ”ακτίνα παγετού”This time aiming her magic to clear a path through the pests.
Attack: 17 Damage: 1 cold aimed at the ground
Attack: 21 Damage: 1 cold aimed at the bugs
Attack: 18 Damage: 6 cold aimed at the bugs if advantage applies.
(OOC: Also, Virnen, Lucky and Jax, don't forget to add a d4 to attack rolls/STs lol. Know it doesn't matter for Lucky's roll there, but don't forget ;D)
Jax tosses the canister towards the group of locusts. The explosion ruptures a hole in the ground as lava sprays everywhere in the area, leaving behind a smoldering heap of quickly cooling rock and carcasses.
The remaining area of the swarm is covered in the glowing dust, clinging to their forms. The glow seems to not only track their movement but show where they are heading next, easing targeting each creature.
Squall shoots the magical ice from her fingertips as the ground before the group becomes hard and stiff. It becomes easier to run on, you get a boost to your speed for this leg of the race. She strikes true with her second spray of frost towards the swarm.
Tara’s spell rings out and causes a locust to drop dead mid jump as it crashes and bounces in its lifeless form.
Lucky finds his blade is able to spear a little more quickly in his changed form, as it pierces the next swarmling.
