At the sound of battle starting, Akai will dart up the stairs to launch a Fire Bolt at Irma's attacker. I'll assume that Irma isn't within melee range of the shooter yet, so no Kobold Pack Tactics.
Falshen, once alerted (if Irma alerts the party), will either prepare to follow up and launch ranged sneak attacks to aid the more melee-inclined party members OR if (a) there are three or fewer attackers, (b) he has the highest initiative, and (c) he can place the spell correctly to avoid hitting any of the party, he will rush ahead and cast Sleep at the enemies.
Irma will move his body to the side of the crossbow bolt came from, he'll shout out to the party ,"crossbow, left side!"
He'll aggressively push up the stairs with his shield facing where the crossbow bolt came from, making sure to provide cover for other members of the party to push up after him, if Irma is able to see the aggressor and they're within 30 feet he will rush in to engage with his hammer.
From the door to Irma’s south, a hoarse voice calls, “Who in the Nine Hells is that? What’s going on down there?”
The door to the south is open a crack, but the paladin can’t see who’s behind it.
At that moment, the door to Irma’s north creaks partially open, revealing another Thug in black leather armor, crossbow loaded and partially raised. He watches the paladin silently, but makes no move to attack - yet.
Irma faces the Thug in the North Side fully with his shield in front, "Hostile north side," he shouts to the party, to the voice in the South Side "Stay inside your room sir, you've had some uninvited guests and unfortunately your guards and servants have been killed, we're clearing out the thugs right now."
Irma will aim to defend himself with his shield and provide room for the party to move up, he will draw the focus of the thug with the crossbow.

Irma grimacing from the bolt to the back will jump to forward and to his left to cover his back while keeping his shield in front of him facing the North side. He'll shout out to the party, "Enemies on both sides, South and North door in front of the stairway." He'll also take this time to heal himself while maintaining cover behind his shield with 10 /11 Lay on Hands Pool.
