The request blurted out in the midst of the discussion between Qivys and Refrum.
Boko has trouble reading him, but sees no indications of deceit.
Responding to Qivys, he adds, "Oh, lots of scandals, plenty of unjust killings. Politics, greed, corruption of power, sure. But this feels different. A different sort of evil, one directed at the populace itself. Sure, I wouldn't be surprised if it had allies in the High Quarter here, but there is something inhumanly foul afoot."
"Hopene’er Asylum and Constable Jute's testimony are the two avenues blocked to my inquiries. You strangers, especially you two" – he points to Gerrard and the always immaculately-dressed Peri - "look like you might have the bearing and authority to get in and ask questions, if you'd pardon my singling you out by appearance. Just mind those pickpockets on the way."
He unlatches a small set of shutters overlooking the foul-smelling inner harbor, swirling with sewage and refuse, and points out some landmarks in the brown haze. He points southeast across the harbor. "There's the High Quarter. Those tall buildings are Rashlen Manor and Thornwell Tower. Behind it, in the haze to the left, can you make out that little bay? On the far side is Hopene’er Asylum. It's a huge building, you can't miss it. And over there..." he points southwest across the harbor "...there's the Council Hall. RIght behind it - you can't see it from here - is the District Garrison, where Constable Jute is. I can fetch you a boat if you have a few coins and don't want to walk."
To Thwack he adds. "You like that? It's a toy ale wagon. You can have that. If you can help me, I'll teach you how to make one!"
Janore speaks up, "Blessings of the ever-changing sea upon you," she intones.
"On this turbulent journey, we find each other," replies Refrum, with a touch of well-practiced ritual in his voice.
Turning back to Gerrard, he continues, "You said you had 'urgent business' with the Council. May I help you find transportation there? The four councilors who run these districts spend most of their time in their own homes and businesses in recent years, it seems, so Council Hall will likely be a roundabout choice. May I recommend trying Councillor Thornwell at Thornwell Tower? She is no angel, but she holds at least as much power as the others, and I have the sense that she had an interest in addressing the injustice of Jarme's execution as well. I can hire a boat for you, unless you want to tour more of the city."
Looking meaningfully at Peri, Gerrard asks, "Captain Fenwader, do you wish to provide us transportation across the inner harbor, or shall we avail ourselves of the good priest's offer? We should indeed go soon, and the Councilor Thornwell could well be our best contact for a city leader."
"Perhaps we can inquire about getting justice for Jarme and stopping this lantern killer," the young noble adds with a nod towards Refrum.

Qivys nods at Gerrard's statement. He turns to the priest and says. "It appears we will look inta this," he tells the priest. "But I can not guarantee anythin'. If'n tha gods decide fer us ta take a hand and mettle out justice then they will provide a way fer it."
"Thank you. I just ask that you make some inquiries where I cannot. No more. That would be a huge help. There's too much injustice among the poor in this town. If we can right one wrong, it will be worth it."
"Lodging... I wish I could put you up, but I haven't much room, as you can see. Well, I suppose there's the Frothing Egg around the corner. Mrs. Burst won't rob you, I don't think. I might recommend bringing your own blankets, if you have any, to avoid getting Redface. And just move your bed in front of the door to keep out the night burglars."
"Do you have your own boat? We're right next to the harbor. There's an alley right next to me here that will take you right down to the water's edge. Don't make eye contact with the fellows down there, and they won't bother you. "
Grabbing the toy wagon with much excitement, Thwack rummages through his pouch and pulls out some treasures of his own. He dumps them on the table and stuffs his new prized possession into the pouch. "Thank you. Me help you for anything you want." His grin so profound he looks like the painted performers from a travelling circus.
”Right, let’s get moving. Thank you, Refrum of Procan,” says Gerrard.
Putting some coins in the priest’s hand, Gerrard says, “The people here are destitute and desperate. Help those you can—I charge you in the name of Procan.”

Qivys grasps the old priest's hand and shakes it. "If we find anything out, we will let ya know." the dwarf tells the old man. Qivys joins Gerrard and waits.
Refrum's eyes widen for a beat as he examines the coins, but quickly pockets them to bow. "Thank you, sir. Your kindness will be multiplied."
"Yes, yes... please do," he adds in response to Qivys. "Anything you learn will help."
Unless you have further business with Refrum, you bid your goodbyes and exit the way you entered. You hear him latch multiple locks behind you.
Following his directions, you find a steep, narrow, cobbled alley alongside Refrum's building, leading down the harbor's edge. The stones are slick and slippery, and the alley is so steep you need to hold on tightly to avoid slipping and sliding to the bottom. At the harbor's edge, you find a stone plaza occupied by four filthy men sitting in the shadows of the building above. One is moaning and grunting incoherently. The foul-smelling harbor laps against a rotten wooden edge. It is piled with an unhealthy yellow foam which also floats abundantly at the edge of this filthy bay. From a pipe nearby dribbles an eye-wateringly pungent red ooze. A dirty rowboat is tied to a piling.
Resorting sometimes to all fours, Thwack makes his way slowly down the slippery, stinking side street. His nostrils flare at the smell of who-knows-what floating in the water. "Eww. Me not like this water. Look like swamp but smell much badder" he voices his disgust at the state of the harbour. "We not all fit in tiny boat. Who swimming? Not Thwack!" He throws his claw up as if playing a game of not-it.
Peri is no happier about the filthy water. He'd never seen a harbor so foul. He points to Thwack. "Thwack's got his hand up; looks like he's volunteering to swim. Good man, Thwack. We all appreciate your sacrifice."
He lets Thwack squirm for a second before laughing. "Nobody's gotta swim. We should all fit in that boat. We could use mine but I'm not gettin' that filth on it."
"HEY!" shouts a burly, bearded man, one of the figures resting under an oddly-angled architectural outcropping of the building above. "GET OUT O' MY BOAT! I'll gut the lot of 'ye and string your fingers as trophies, I will. HEY!" He stands and begins to approach. One of his comrades stands as well, but remains where he is.

If it was possible for scales to have their colour drained now would be the time. Thwacks stomach drops as quick as his arm as Peri explains that Thwack must swim. "Snarf! But...but..." His fear soon wanes as the halfling laughs at the joke.
When the drunken oaf starts shouting Thwack is quick to duck behind whomever is closest to him. He grabs at one of his pouches and removes a fuzzy looking ball, he throws it at the man. When it lands a creature appears. "Go annoy loud man!"
Gerrard:
“We can only stay for a few minutes,” says Gerrard, moving in also, though he declines the food and drink as well after Qivys’ message.
