My idea was less to advertiswe for a council in general, but to PR for those 3+2 specificly.

You hold a meeting in one of the study rooms of Brizz‘nat's dwelling. The large central table easily holds all the people invited. As you argue in support you can watch the others' reactions. Brizz'nat appears very supportive of your ideas, Hegar seems intersted in you general ideas, but not too interested in holding acutal power. Gathrick and Bulpa are quiet. Naz'tog appears very suspicious, and when Hegar casually mentions the idea unviting Nasaar, Naz'tog snaps:
"Two?! You really want not one but two outsiders to rule our home? You are crossing the line!". Hegar smiles and shrugs. Naz'tog then turns around to Gara:
"And you. Why do you think that this Gathrik deserves to be one of three rulers of this town? How will he prove his skills. I heard you suggested some kind of contest?"
Rohdin will focus on most of the week on keeping order in the larger village. While Gara gets the council leadership chosen, Rohdin will continue to break up fights and keep the peace.

Day 6: Rohdin will offer assistance to Moxo in his day of prayer and rest. Mostly focusing on the prayer part to reinvigorate the workers and to help give them some peace of mind. Religion:
Day 7: Taking the day off Rohdin will get to know some of the individuals of the larger village better. Depending on how long they plan to stay, it might be a good idea to know the common folk as well, not just the leadership. 15

Moxo successfully expands and cleans up the place. A few more goblins arrive to work here. Two of the goblins decide to help out Serit, as it's no good just mining ore if it's not processed. Religious service keeps goblins happy even if it has no practical effects, though they still worship their old gods. Also, work has started on the secret exit. You dig to access the ground water and adapt the small water trainage tunnel as an escape. It will take more work to finish.

You craft a few basic items for the settlement like cutlery, door hinges etc. But towards the end of the third day, you begin to feel very unwell. During you meditation in the darkness you remember an old story about an old alloy called "dark bronze" or "monsters' bronze". An ore that can be easily processed into a material rivalling the finest steel, but with two major drawbacks. The first is that it does not like being reforged too often and will needs more raw ore during each reforging, or will decrease in quality. The second is that the smelting process releases poisonous fumes, so if you value your health, it should be done in such a way that you don't breathe them. Items made from the alloy could be be sold to help pay for the running costs of the mine.
(From this point you are proficient enough to make actual items. Obviously not stuff like plate armor, but various common weaponry/armor/ammo.)

Good job on helping keep order, itis generally successfull, though you pick up a few bruises here and the breaking up the fight. You find goblins squabbling a lot of leadership candidates. Some who believe in them, some who don't. Some who like a particular candidate, some who don't...
The search for tracks leads to nothing, with Rohdin barely finding her own tracks.
During the talks with the locals, you unerstand that they are all keen for normality to return to the village. They generally have positive opinions about the leadership candidates, esspecially Naz'Tog ("strict, but fair"), and Briz'znat ("good, but a bit weird with his magics"). They also don't mind the merchant Hegar as mediator ("he's runthless with his prices, but very smart"). You also overhear an argument from one of Naz'tog's guards about the deaths of the previous leaders "so, the beast attack happens and oh so conveniently kills almost every single leader, and you believe it? Wake up, there's no way! They were murdered by someone. And no wonder people are suspicious of the outsiders as they appeared on the following morning."
Moxo worships nobody, at this point. He, and the rest of his lair, once worshipped Kurtulmak but with the destruction of his home and his people Moxo has come to have faith in no power...
Still, Moxo recalls the trappings of worship and such and is using the concept and rituals to give the mining goblins a mutual mythos. Basically Moxo is making stuff up to try to give them something to lean on as encouragement, as a sense of unity amongst them.
Serit approaches Gara on a rare instance in which they cross paths, "Gara help me with something. It seems the ore we have found, while strong, is also toxic. Is there anything you can brew or think if that can aid me in my smithing to keep me from getting sick?" He coughs roughly, obviously already feeling the effects.
I still have 10 gold 100 silver and 100 copper, 2 gems worth 10 gold each and the iron diadem. I marked off 30 silver for lifestyle for the last two weeks.
I will suggest 3 competitions for the festival. The festival will take place on the last day of the upcoming week.
individual strength: a tournament to see who is the best fighter. It would be a full contact tournament but with blunted weapons. Would take place on day 7, goblins who want to partake need to sign up before sunset of day 6.
best hunter/ gatherer: who can provide the most successful hunt, this should be a group effort to see who can lead the most successful hunting party. Over the course of the week goblins can turn in what they hunted or gathered in the forrest. People could donate their efforts to be registered for other contenders. All the food will be used either for the festival on day 7 or stored for the village for hard times.
leadership: who can organise the most valuable items for the village, this would be judged by independent judges. From among those items, the judges will pick prices for the winners of the three competitions. Everything else that will be put forward will become property of the village. Like with the hunt, items could be donated in the name of other contestants.
Only goblins can win the individual competitions. As judges i would nominate Bulpa, Hegar and the leader of the small village. I would also ask Rohdin to assist on day 7 with the tournament, to provide healing if people get injured.

You find among your collection of herbs a few that help Serit recover. For the longer term, the solution would be to do any smelting work in a way so one does not breath fumes. The easiest would be to do it outside, but perhaps some kind of vent system could be set up in the forge to keep the fumes away from the smith.
Rohdin leans over to Gara as she hears the general outline for the competition that is planned. Slowly nodding in approval with it. "Gara, you did well in deciding the contest. Each feels as if it would have a certain member of the three it would favor but the ability of the tribe members to contribute to who they believe is best is also a good indicator. Usually, I would have recommended the decision be in the hands of the tribe itself but these seem overall fair and good in finding stability in this region. Good work." Offering Gara a smile before sitting back up and continuing to politely listen to the talks.
