Ah, Sister, I was hoping to ditch you and commit some covert charity. C'est la vie.
Del lays out his plan where the police can hear Master Falcon, there is an opportunity to discuss. We took four hundred pounds of loaf sugar while rescuing victims of the kidnapper. If we give all this away, we'll be shiny heroes for a second, but merchants would loose a lot of business, the prices would crash, and when the sugar ran out, bounce back up again, worse than before. If we sell to the highest bidder, the people will hate us - and you all, I dare say - and it'd get hoarded by folk who need for nothing.
So here's my proposal: we sell to you at discount, in turn you keep the prices low-ish to the bakers and confectioners and whatnot, the ones who serve the common folk, reasonable quantities for each. You might save yourself some hassle if you cut your competitors in, word to the wise. The shortage is relived for a short time, in a controlled manner, and most folk can afford a slice of the cake as it were.
Second, we want to get some to Amryl Naica at the Monkey Shines, to smooth over a conflict and relieve the beer shortage. We were going to guess they need a hundredweight. They probably cannot afford even discount prices. We thought we'd call it an investment, terms to be negotiated later in good faith. Can you deliver to her on our behalf and get a receipt?
We don't have time to negotiate long, we are going to be off rescuing more people, likely. Hence talking in front of the constable here. It's probably not illegal to take advantage of popular heroes and cheat the people while we are gone, but everyone will know and we will know. So what price can you give on three hundredweight, so you can deliver a little common happiness at a profit you can live with?
This post has potentially manipulated dice roll results.
Mindartis has no trouble finding all the party's basic shopping needs, and no trouble carrying the hefty bundle in his powerful arms.
(I assume doing the sugar first and clothes shopping after? Or Del is in two places at once.)
"Ahhhh" says Falcon, looking at the sugar crates. "It's like you're inviting me to loot a dragon's hoard, and take only copper. All right, then, if you let me have it for one gold per pound, I promise to keep the retail price to one-and-five, and not let the Rosewood restaurants and patisseries have it all."
"Smooth over a 'conflict' with the Naicas, eh? What have they got on you? Is it the evidence about that highwayman friend of yours? You know that paying them off is only a temporary solution, right? Once the Naicas have their claws in you, they will never stop squeezing as long as there's something to squeeze you for. But, never mind, none of MY business..."

Raven keeps quiet as the deal is struck, but the others can tell she is frustrated with Del, who clearly did not care about her desires or concerns in this matter. Once the deal was struck though she would turn to Del...
"So I hope you know the discount is coming out of your part of the profits." She says with a narrowing of her eyes. "You knew quite well that I was against this, but went forward with it without any concern for my wishes. She shakes her head. "It is done now though, but next time I suggest you discuss it further before just doing as you wish, despite knowing others disagree with you. We are a group and can work as one, but not when one of us just does as they wish without concern for the opinions of others."
Of course there in no evidence, the story's pure toss. Del answers casually That Reglan is risking his family's reputation over a childish snit. There are factions in the Naicas, this is to strengthen the practical side, more than buy anybody off.
We'll accept the 300, I guess, 60gp more for everybody. Del will lift 2 cones from the Naica pile I assume Lt Hooleran was joking, but - storage feeshanding one over and no hard feelings between professionals and amateurs Del checks with the others I want to give one to the kids too

Mindartis eventually catches up with the rest of the party, 5 sets of saddlebags carried in his arms. "I think I retrieved everything," Mindartis says. "Just went ahead and put it in saddlebags for you. Got some tents too, and a healer's kit. Um... a sledgehammer and a shovel... I think that's it." He hands everyone their respective saddlebags. "I know some of you didn't ask for saddlebags. Don't worry about it, and here's your change," He hands back any change he might of had.
Mindartis' Shopping Spree:

Quentin rubs his temple at being called a highewayman, again, "The next person who calls me a highwayman is going to find out why you don't tick off a wizard. Maybe I should learn to turn people into toads." Taking a deep breath he tells Del, "Giving urchin kids sugar isn't going to help them. I may not have been one but perhaps something like new warmer clothes would be better then something that's going to last them 5 minutes. If you want to give them something sweet buy a cake." Sending a message to Raven, Quentin telepathically asks her
For Raven and DM:
"Are you heading to see Tagec? I personally don't think this sugar thing is going to work but I'm just going along with it. In the meantime do you think he could start a counter rumor for me. Something along the lines that Reglan is this highwayman and fled the court because it was about to be proven that he was."

Elwin had also raised eyebrows at the prospect of giving the children an entire sugar loaf. Not only was it--and he hated to sound like a sister of the abbey--not good for their health, but the value was enough that it could actually put the children in some danger. And that was presuming they didn't attack each other over the 100-gold-coins worth of rare product.
"Perhaps we should hold off a bit on helping out the children," he suggests to Del while taking his share of coin. "I think we may want to discuss that a bit more."
Quentin address the attendant and says, "They're all actually coming in with me. We're heading to the castle today and everyone is going to look their best. Treat them like you would any other customer."
Sorry Lord Quentin, to explain myself - they said they like to call down the pixies - they can use sugar to get the kind of protection the police don't give them. But you are right, I should give them some money as well, to buy cloaks or blankets or whatever would best suit them. There are a couple ones there responsible enough to care for the others.
