OOC: My note was mostly for the other party members to help them make their decisions, specifically those with a legendary ability to pass poison saves :). But, by my interpretation, the guy inside would have to pass save before he could try to move out, assuming movement is an action. Your call on that DM. And yes, shadow will maintain concentration. Oh, and the dispersal is in a windy condition, the spells duration is 1 minutes while concentrating.
