Willi, there are no large rocks underneath the bridge at all. The biggest ones being maybe a foot in diameter. You and Zene are kind of pressed against the passage wall, hidden directly underneath the bridge which is 20 feet above you both.
If your character has past experience with using a rope as a lasso, then you have no issues making the knot and no roll is required. If this is his first time, then please roll a DEX check. Sleight of Hand
Naltic, you are going to be extremely quiet when you whisper out to Taraven and also when you move about in the passage. You'll need that Athletics check though to climb up the steep embankment if you want to get to where Taraven is. (is that what you mean by ledge?) She can help you if you are climbing up.
Willi, while it takes a lot longer than you wanted, given your experience with ropes, you're able to figure out the knot and have now created a lasso knot with your rope. The goblin has been still twiddling its thumbs so the length of time it took to figure out the knot didn't matter or invoke any checks by the goblin. (barely)
And I assume Willi hasn't ever actually used a lasso before?
I was looking into this and I think the best way will be to treat the lasso as a net which I've added to your inventory. We will assume the max attack length is 20 ft instead of 15.
This is how I was thinking it would work... so if you wanted to try and rope the goblin, you'd make an attack roll without the proficiency bonus. If it hits, you would succeed and the goblin would then be restrained, on the bridge, with you holding the other end of the rope. Then combat initiative would be rolled. If it misses, the rope would fall to the ground, then combat initiative would be rolled.
Zene says to Willi "I am not sure what you plan on doing with that... but let me aid you in your attempt should it come to that."
Zene would give bardic inspiration to Willi.
a creature (other than you) within 60 ft. that can hear you gains an inspiration die (1d6). For 10 minutes, the creature can add it to one ability check, attack roll, or saving throw. This can be added after seeing the roll, but before knowing the outcome.

So lets try to do this then: Willi tries to throw the lasso around the goblin and pull him down from the bridge. Roll: 7 (If at disadvantage: 5) + 5(inspiration) + 2(guidance)
Willi, you launch the lasso straight up, which seems to be timed perfectly. You just float the rotating loop through the air, up and over the bridge, and down upon the goblin like a hula hoop that immediately tightens around the goblins body. It is now restrained.
However, you won't be able to attempt to take that next action and pull the goblin down from the bridge until initiative order is determined. The goblin is going to be surprised in the first round of combat though, since Zene and you were hiding, and it wasn't actively looking for anyone. And it can't even see Naltic and Taraven. So you'll likely get a first attempt at pulling it off the bridge. It will require a check though.
Hearing Taraven's question, he says "I've got something that could hit all of them, but I'd need to be up close, not at range. There's also a chance I'll hit whoever they're holding hostage, but I'll do I think getting the goblins is more important right now."
(the goblins in the west cavern have not noticed anything yet, and are not currently part of this combat encounter. That could change in the future, or not.)

Zene, seeing the opportunity to gain more insight into why these goblins are here says "Willi, don't kill him yet! Let me speak to him first and use my powers of persuasion to figure out what's going on here. If he doesn't cooperate, then by all means...I support you in the kill". Zene would like to speak in goblin tongue and ask them these questions.
If Willi is ok with this plan, she will speak to the goblin and ask "why are you here? Are there more of you we need to be aware of? Tell us what we need to know or your wrath will be mine!"

Taraven and Naltic are up! Remember, the goblins in the west cavern are not currently involved/engaged in this encounter. Also, if either of you go back down the steep embankment, you'll have to roll a check again to climb back up.

Zene, you can go ahead and make an Intimidation check, with advantage because the goblin is currently trapped in Willi's lasso. And it's tight.
Willi, I imagine your action will depend on the result of Zene's check, but feel free to queue up what Willi wants to do and I will process it in order!

Willi will absolutly wait for the result of the interrogation, but he gives a small tug on the rope to make the goblin realize the situation he is in.
